SIU Concludes Investigation into Man’s Serious Injury Fleeing Toronto Police
The Special Investigations Unit found no reasonable grounds to believe Toronto Police Service officers committed a criminal offence in connection with a 25-year-old man seriously injured in a collision while fleeing police. On July 30, 2024, officers attempted to arrest the man for possession of a stolen vehicle. The man and his girlfriend were sleeping in the car and ignored officers’ commands to exit the vehicle before he tried to accelerate away and struck a parked vehicle. He fled on foot. The man was arrested later that morning when he went to hospital and was diagnosed with a fractured left wrist.26 November, 2024

On July 29, 2024, a 25-year-old man suffered dog-bite injuries in the course of his arrest by Ontario Provincial Police officers in Kenora. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injuries.26 November, 2024
SIU Concludes Investigation into Niagara Falls Collision Between E-bike and Cruiser
In the evening of July 28, 2024, a 21-year-old man was operating an E-bike in Niagara Falls when he was struck by a cruiser. The officer stopped following the collision to render assistance. The rider was taken to hospital and diagnosed with a broken right leg. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the officer committed a criminal offence in connection with the collision.26 November, 2024

SIU Concludes Investigation into Cochrane Arrest
In the morning of July 28, 2024, a 24-year-old man was riding a bicycle in Cochrane when he observed an Ontario Provincial Police cruiser. As the man had warrants in effect for his arrest, he began to accelerate away from the cruiser. The officer operating the cruiser pursued the man and attempted to cut him off with his vehicle. The man struck the driver’s side of the cruiser and continued his flight on foot. The officer caught up to the man and brought him to ground. The man was arrested and transported to hospital where he was diagnosed with fractures of two ribs. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the officer committed a criminal offence in connection with the man’s arrest and injuries.24 November, 2024
SIU Concludes Investigation into Confrontation Between Police and Man at Police Station in Pickering
On July 27, 2024, a 29-year-old man was seriously injured in the course of his arrest by Durham Regional Police Service officers at the police station. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injury.22 November, 2024
SIU Concludes Kitchener Collision Investigation
On July 26, 2024, a 30-year-old man was seriously injured in a motor vehicle collision in Kitchener. As a Waterloo Regional Police Service officer had attempted to stop his vehicle shortly before the collision, the SIU was notified of the incident and initiated an investigation. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the collision.21 November, 2024
No Charges to Issue in Connection with Toronto Arrest of Man
In the afternoon of July 26, 2024, Toronto Police Service officers attended a residence after an individual called police to report that a man, who was barred from the residence as a condition of a court order, was present at the address. The man was located in the rear yard and told he was under arrest. While he was handcuffed without incident, the man proceeded to resist the officers’ efforts to search him in the backyard and remove him. While officers dragged the man towards the front of the residence, the man complained of right arm pain. At hospital, he was diagnosed with a shoulder fracture. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the man’s arrest and injury.20 November, 2024

SIU Concludes Investigation into Markham Collision between Cruiser and SUV
On August 11, 2024, a York Regional Police (YRP) officer was traveling eastbound on Highway 7, transporting a 50-year-old woman to the Markham Stouffville Hospital. The woman had been apprehended by YRP under the Mental Health Act and was in the backseat of the cruiser. East of Markham Road, in the area of 6181 Highway 7, the cruiser became involved in a collision with a westbound SUV. The passenger in the cruiser was taken to hospital and diagnosed with multiple left-sided rib fractures and a broken nose. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the woman’s injuries.20 November, 2024
SIU Concludes Investigation into Man’s Arrest in Mississauga
In the evening of May 30, 2024, first responders attended an apartment in Mississauga. A 36-year-old male was feeling paranoid, and had called 911 for help getting to a hospital. The first responders found the man lying in his bed in a bedroom. Over the course of the next half-hour or so, they spoke with the man attempting to have him accompany them to a waiting stretcher. He refused. Officers with Peel Regional Police eventually concluded they would have to take him into custody in order to get him on the stretcher and to hospital. Eventually, the officers were able to secure both of the man’s arms behind the back. At hospital, he was diagnosed with a broken left elbow. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injury.18 November, 2024
SIU Concludes Investigation into Man’s Serious Injury After Use of Conducted Energy Weapon in Barrie
The Special Investigations Unit found no reasonable grounds to believe a Barrie Police Service officer committed a criminal offence in connection with the serious injury of a 25-year-old man. On July 22, 2024, police were called after the man exposed his genitalia to shelter staff. The man ignored police commands when he was being arrested for an indecent act. As he turned away from officers, an officer discharged a conducted energy weapon (CEW) and he fell forward on the ground on Maple Avenue.18 November, 2024

SIU Concludes Investigation into Man’s Broken Arm in Toronto Motorcycle Collision
The Special Investigations Unit found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with a 28-year-old man seriously injured in a collision on his motorcycle. On July 20, 2024, the officer attempted to stop the motorcyclist for a traffic infraction.15 November, 2024

The Special Investigations Unit found no reasonable grounds to believe two Barrie Police Service officers committed a criminal offence in connection with a broken nose suffered by a 21-year-old man. The Special Investigations Unit found no reasonable grounds to believe two Greater Sudbury Police Service officers committed a criminal offence in connection with the serious injury of a 46-year-old man. On July 15, 2024, police were called to an apartment at Bruce Avenue and Cambrian Heights Drive after a man believed to be on drugs had thrown a sink and sofa off a balcony. On July 14, 2024, a 43-year-old man passed away following a fall from height from his apartment balcony. SIU Concludes Investigation into Brampton Collision
In the afternoon of July 12, 2024, a Peel Regional Police officer was performing traffic enforcement on the shoulder of the eastbound lanes of Highway 407, near the Highway 410 interchange, when he clocked a Mercedes Benz travelling at 160 km/h. The officer proceeded to pursue the vehicle in an effort to stop it. The driver of the Mercedes responded by accelerating and weaving in and out of traffic to get away. At the Airport Road interchange, the driver took the off-ramp at speed and lost control of the vehicle, crashing on the east side of the road. The 25-year-old driver was arrested without incident at the scene and taken to hospital where he was diagnosed with a fractured back and right ankle. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the officer committed a criminal offence in connection with the collision.8 November, 2024

SIU Deems Use of Less-Lethal Launcher at Man in Ottawa Hospital to be Reasonable Tactic
In the evening of July 10, 2024, Ottawa Police Service officers were dispatched to the mental health unit of Montfort Hospital. Staff had contacted police seeking assistance with a violent patient – a 26-year-old man. The man had cautions on police file for violence, and he was known to be proficient in martial arts. When officers opened a door to talk to the man, he rushed at the door. Officers were able to close the door and lock it. Shortly thereafter, the door was opened again, but this time an officer fired a round from his less-lethal launcher. Officers were able to subdue the man and handcuff him. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the incident.7 November, 2024
SIU Concludes Investigation into Man’s Arrest in Brantford
On July 10, 2024, Brantford Police Service officers were dispatched to a residence after a woman reported to police that a man had physically assaulted her in the residence. Officers were able to make contact with the man via a phone, and he eventually stepped out of the residence and was taken into custody without incident. Following his arrest, the man was placed in the backseat of a police cruiser. When he was found to be unwell, paramedics transported him to hospital. He was treated for community-acquired pneumonia, a drug overdose, and a fractured right finger. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and hospital admission.7 November, 2024
SIU Discontinues Toronto Investigation as Medical Records Contained no Indication of Serious Injury
The Director of the Special Investigations Unit, Joseph Martino, has terminated an investigation into the August 2023 arrest of a 37-year-old man by Toronto Police Service (TPS) officers. The SIU became aware of the incident on July 3, 2024, upon being notified by the man.7 November, 2024
SIU Concludes Investigation into Arrest of Man at St. Catharines Hospital
In the early morning of July 10, 2024, Niagara Regional Police Service officers attended a hospital in St. Catharines to assist staff with getting a 35-year-old male patient back into his room. The man had been involuntarily admitted to the hospital under the authority of the Mental Health Act. Officers eventually advanced on the man and took hold of him. After a brief struggle, the officers were able to wrestle control of the man’s arms and handcuff him behind the back. He was lifted to his feet, escorted to his room and sedated. The man subsequently complained of rib pain and was diagnosed with a fractured right-sided rib. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injury.6 November, 2024

The Special Investigations Unit found no reasonable grounds to believe a Peel Regional Police officer committed a criminal offence in connection with the serious injury of a 15-year-old male during his arrest in Mississauga. On June 13, 2024, police were called to look for the boy after he took his parents’ van without permission. In the morning of July 8, 2024, an Ontario Provincial Police officer was travelling west on County Road 48 when his automated licence plate reader picked up an eastward Honda vehicle with an unregistered licence plate. The officer activated his emergency lights and accelerated after the Honda. At some point, the 21-year-old male driver of the Honda lost control and struck a hydro pole before crashing into the perimeter fence of a power station. The man was transported to hospital and diagnosed with factures of the spine and sternum. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the officer committed a criminal offence in connection with the collision.5 November, 2024

SIU Concludes Investigation into Youth’s Self-Inflicted Death in Cambridge
The Special Investigations Unit found no reasonable grounds to believe a Waterloo Regional Police Service officer committed a criminal offence in connection with the death of a 17-year-old male. The youth passed away on July 2, 2024, after he jumped into the Grand River from the Concession Street Bridge. As officers were on and around the bridge attempting to prevent him from jumping, the SIU was notified of the incident and investigated.30 October, 2024

The Special Investigations Unit found no reasonable grounds to believe a Halton Regional Police Service officer committed a criminal offence in connection with a 36-year-old man seriously injured during his arrest in Burlington. On July 5, 2024, officers arrested the man in the area of Brant Street and Blairholm Avenue as he had a warrant for his arrest. During the arrest, an officer punched the man. He was diagnosed with a fractured nose.29 October, 2024

The Special Investigations Unit found no reasonable grounds to believe an Ontario Provincial Police officer committed a criminal offence in connection with the serious injury of a 46-year-old man. On July 1, 2024, police were called to a home in the area of North River Road and Queen Mary Street after a man wandered inside. Occupants of the home forced him out when he would not leave. He fell down the stairs and fled. Officers chased the man as he attempted to scale a fence. An officer forced him down to the ground and handcuffed him. He was taken to hospital where he was diagnosed with a fractured clavicle bone.29 October, 2024

SIU Finds no Basis to Charge Police Officer who Discharged ARWEN at Man in Mississauga
In the early morning of June 28, 2024, a team of Peel Regional Police Tactical Rescue Unit (TRU) officers were dispatched to the intersection of Elmwood Avenue and Lakeshore Road East. A man had possession of a knife, and he refused to drop the knife when asked to do so by uniformed officers. Armed with lethal and non-lethal weapons, the TRU officers took up positions around the man. He was largely unresponsive as an officer attempted to communicate with him to have him drop the weapon. At some point, two officers discharged their conducted energy weapons (CEW) and another officer fired his Anti-riot Weapon ENfield (ARWEN) once, striking the man. Another CEW was deployed, this one resulting in the man locking up and falling to the ground. The 38-year-old man was taken into custody and then to hospital. He did not sustain any serious injury. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the use of the ARWEN.25 October, 2024
SIU Concludes Investigation into Arrest of Woman on Wauzhushk Onigum Nation
On June 29, 2024, Ontario Provincial Police (OPP) officers and officers with Treaty Three Police Service set out to look for a 39-year-old woman who had made her way to a wooded area on Wauzhushk Onigum Nation. The officers had information that the woman had operated a vehicle while intoxicated, and that she had threatened suicide. After the officers, including a dog handler and his dog, had travelled about two kilometres, they entered into an area of waist high grass. Shortly thereafter, the sounds of a female screaming were heard. The police dog had located and bitten into the left calf of the woman. The woman was transported from the area by ambulance to hospital. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the OPP dog handler committed a criminal offence in connection with the woman’s arrest and injury.25 October, 2024
SIU Concludes Investigation into Toronto Arrest of Man
In the afternoon of June 28, 2024, Toronto Police Service officers were dispatched to a residence in the area of Finch Avenue West and Yonge Street to check on the well-being of a 33-year-old man. The man’s father had earlier attended the police station to report that his son had cuts to the neck and was suicidal. Upon arriving at the residence, an interaction ensued between officers and the man. The man was eventually subdued and handcuffed behind the back. He was transported to hospital and diagnosed with a broken nose. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injury.25 October, 2024
SIU Seeking Witnesses of Teen’s Arrest on Sunday at Scarborough Bus Stop
Special Investigations Unit investigators are seeking any witnesses to come forward in its investigation into the arrest and serious injury of a male youth on Sunday.24 October, 2024
SIU Determines No Basis to Proceed with Criminal Charges in Relation to Thedford Arrest
In the evening of June 22, 2024, Ontario Provincial Police officers in the area of Thedford blocked in a pick-up truck after motorists reported that the driver was possibly impaired. With the cruiser blocking his path behind him, the irate driver exited the truck and yelled at the officer to remove the cruiser from the property. The officers explained they were to investigate a complaint of impaired driving and attempted to calm the 67-year-old man. When the man moved towards his pick-up truck, the officers took hold of him and brought him to the ground. There followed a brief struggle in which an officer punched the man once to the right side of the head. The man was handcuffed on the ground and lifted to his feet. The handcuffs were removed, and the man was unconditionally released. The following day, the man attended hospital and was diagnosed with a concussion. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.24 October, 2024
SIU Concludes Investigation into Brantford Arrest
In the early morning of June 26, 2024, Brantford Police Service officers were investigating reports that a male had stabbed another male and had fled the scene on an e-bike. An officer located the 49-year-old male person of interest, and positioned his cruiser on an angle in front of the e-bike. The man struck the cruiser and was thrown from the bike. A struggle ensued as officers attempted to handcuff the man. After an officer deployed his conducted energy weapon twice in drive stun mode, the officers were able to secure the man in handcuffs. He was transported to hospital following his arrest and diagnosed with at least one rib fracture. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injury.23 October, 2024
SIU Concludes London Investigation into Injuries Suffered by Man after Being Bit by Police Dog
On June 24, 2204, a London Police Service officer was driving on Western Counties Road when he observed a Volkswagen that was believed to have been involved in a robbery. The officer followed the vehicle. A short time later, the 34-year-old male driver of the Volkswagen pulled over, exited the vehicle and ran into a heavily wooded area. Officers, including a police dog, entered the woods to search for the man. Officers located the man, but when the man fled, an officer gave the order and the dog caught up to the man, bit into his right forearm. The man was arrested and taken to hospital for treatment of multiple lacerations. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the dog handler committed a criminal offence in connection with the man’s arrest and injuries.17 October, 2024
SIU Concludes Investigation into Peel Police Officer After Motorcycle Collision in Mississauga

On June 17, 2024, a 21-year-old woman suffered a broken arm when the Genesis in which she was a passenger collided with another vehicle. As a Toronto Police Service officer had tried to stop the Genesis prior to the collision, the SIU was notified of the incident and initiated an investigation. On June 17, 2024, an officer arrested the man following a U-turn he made on King Street West near Bay Street in Toronto. According to two civilian witnesses it appeared the driver attempted to run the officer down. The officer arrested the man for assault with a weapon and dangerous driving. The man struggled against the officers’ efforts to remove him for his vehicle and handcuff him. The officer punched the man twice. He was handcuffed.11 October, 2024

In the morning of June 11, 2024, Toronto Police Service officers attended a residence to apprehend a 31-year-old man further to a warrant that had been issued under the Mental Health Act. The man was also at the premises in violation of a term of his release in relation to criminal charges earlier in the year. When officers told the man he was under arrest, the man objected to his apprehension and refused to surrender his arms. A struggle ensued, but the officers were eventually able to handcuff the man. He was transported to hospital where he was diagnosed with a broken nose. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injury.7 October, 2024

SIU Concludes Investigation into Woman’s Broken Hand After Arrest in St. Catharines
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Niagara Regional Police Service officer committed a criminal offence in connection with a serious injury sustained by a 32-year-old woman in St. Catharines. On April 11, 2024, police were called by Niagara Health hospital security after the woman caused a disturbance and refused to leave. The woman resisted as officers tried to handcuff her. The woman went to hospital 11 days later and was diagnosed with a fractured right hand.4 October, 2024

On May 20, 2024, a 35-year-old man notified the SIU that he had sustained a throat injury in a struggle with Thunder Bay Police Service officers during his arrest in February 2020. The matter had initially been reported by the police service to the SIU, but based on the information at hand, the incident was deemed not to fall within the SIU’s jurisdiction. In the morning of June 1, 2024, Toronto Police Service officers were dispatched to a parked vehicle to investigate after a mother in the vehicle reported that her daughter had assaulted her. The officers arrived on scene and parked behind the vehicle. As they approached the vehicle, the 19-year-old daughter exited the front passenger door. She screamed at the officers before turning to run away. An officer quickly caught her and forced her to the ground from behind. Once on the ground, the officers handcuffed her without further incident. At hospital, she was diagnosed with a fractured right foot. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the woman’s arrest and injury.27 September, 2024
SIU Concludes Investigation into Dog Bite Injuries Suffered by Man in London
In the early morning of June 2, 2024, London Police Service officers were dispatched to a residence after the resident had contacted police to report that her ex-partner had broken in. An officer arrived on scene and observed the person of interest, a 29-year-old man, run into a park. Officers, including a dog handler, entered the park. A short time later, the police dog located and bit the man and held onto him. The man was arrested and taken to hospital for treatment of lacerations. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injury.27 September, 2024

SIU Concludes Investigation into Man’s Fall from Toronto Apartment Window
On the morning of June 1, 2024, Toronto Police Service officers were dispatched to an apartment building after a resident contacted police to report that their neighbour was in a mental health crisis. While officers were inside the apartment unit of the person in crisis, the man placed his torso and left leg out of the window. The officers were able to grab onto the man’s right leg. The man, now hanging upside down, fought against the officers’ efforts to prevent him falling. He kicked, scratched and clawed at the officers. The officers eventually lost their grip and the man fell multiple floors. He suffered multiple pelvic fractures. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the man’s fall and injuries.27 September, 2024

On May 30, 2024, a man in the front lobby of the Niagara Regional Police Service station in St. Catharines attempted to steal a purse from a woman. The woman, who held onto her purse, was dragged outside of the station by the man. As an officer followed the pair, the man lost his footing and tumbled down a set of stairs. The 39-year-old man was handcuffed and taken into custody. At hospital, he was diagnosed with a fractured small finger. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.26 September, 2024

A 49-year-old woman passed away on June 7, 2024, from grievous injuries incurred in a boat collision on Nepewassi Lake. In the morning of May 26, 2024, a London Police Service officer observed a vehicle speeding on Wharncliffe Road. The officer followed this vehicle, and when it stopped, the officer asked the person who had been driving for his identification. While the officer was back at his cruiser running a check on the name, the 43-year-old man left the vehicle on foot. The officer, along with another officer, chased the man. In the evening of May 3, 2022, plainclothes officers with the Halton Regional Police Service arrested a 48-year-old man at a hotel in Burlington. He was under arrest for communicating with a person, who presented as underage, for the purpose of obtaining sexual services. The man ran from the officers but was quickly apprehended and handcuffed behind the back. Several days later, the man was diagnosed with a right-sided rib fracture and a possible additional fracture of another rib. The SIU was made aware of this incident on January 18, 2024 and began an investigation. The man was transported to hospital and diagnosed with a fractured left knee. In the morning of May 16, 2024, a Hamilton Police Service officer was in plainclothes operating an unmarked cruiser when his attention was drawn to a vehicle travelling in excess of the speed limit. The officer learned that the 37-year-old man driving the vehicle was a prohibited driver and the officer decided to stop the vehicle. When the vehicle stopped in a parking lot, officers arrested the man after a struggle. In hospital, the man was diagnosed with four right-sided rib fractures, a right maxillary sinus fracture, and fractures of three lumbar vertebrae. In the evening of May 15, 2024, Ontario Provincial Police officers were on patrol in Sioux Lookout when their attention was drawn to a fight between two males in Centennial Park. Following a brief struggle, the male was handcuffed behind the back. At hospital, he was diagnosed with a broken right elbow. The man was handcuffed to the stretcher rails and restraints were applied to his legs. The man lost vital signs and was transported to hospital where he was pronounced deceased. SIU Concludes Investigation into Arrest of Man in Sudbury
In the early morning of February 11, 2024, Greater Sudbury Police Service officers were dispatched to a home to investigate a domestic disturbance. While at the residence, officers decided to arrest a 50-year-old man for public intoxication. When the officers moved to arrest the man, a physical altercation ensued. The man was eventually handcuffed behind the back and taken into custody. When the man complained of pain while at the police station, he was transported to hospital where he was diagnosed as having suffered fractures of several posterior right-sided ribs. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the man’s arrest and injuries.28 August, 2024

SIU Concludes Investigation into Woman’s Arrest in Port Stanley
In the morning of May 5, 2024, a taxi driver in Port Stanley contacted police to report an inebriated and belligerent customer. Ontario Provincial Police officers located the taxi and spoke with the customer – a 41-year-old woman – who at this time was outside of the vehicle. The woman then went back into the taxi. When she repeatedly refused to exit the taxi, an officer reached into the taxi through an open door, grabbed the woman and pulled her out of the vehicle and onto the ground. The woman was transported to hospital and diagnosed with a fractured left shoulder. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the woman’s arrest and injury.23 August, 2024

In the morning of April 14, 2024, a 33-year-old woman was in the throes of a drug-induced psychotic episode. She was delusional, highly agitated and holding a knife. A mental health team, consisting of a mental health professional and officers with the Thunder Bay Police Service, were dispatched to the address. Attempts were made to calm down the woman, but this was to no avail. Within a minute of their arrival, the woman stabbed herself in the neck and slumped to the floor. Officers rendered emergency first-aid. The woman was transported to hospital and treated for serious stab wounds. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the woman’s injuries.9 August, 2024

The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with shooting and wounding a 28-year-old man. On April 12, 2024, the man cut an officer’s left leg in the course of his arrest on the basis of an outstanding warrant while outside a Tim Hortons on College Street. Officers repeatedly told the man to drop the knife. The man was struck with a conducted energy weapon and a single bullet at about the same time. He advanced toward the Tim Hortons doors and was struck again by a conducted energy weapon. He was arrested and taken to hospital. The man was struck in the upper left back by the bullet.7 August, 2024

SIU Concludes Investigation into Toronto Police Officers’ Arrest of Man Diagnosed with Fractures
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe two Toronto Police Service officer committed a criminal offence in connection with a broken nose and orbital bone suffered by a 59-year-old man. On March 24, 2024, officers attempted to arrest the man while he walked his dog in a parkette in the West Hill area of Scarborough. He was subject to arrest for a recent home invasion. The man refused to surrender, and officers attempted to negotiate for more than 90 minutes. The man, armed with a knife, attempted to flee and struggled with police. Officers deployed a total of four distraction devices, followed by conducted energy weapons and a BIP gun.24 July, 2024

In the evening of March 22, 2023, Woodstock Police Service officers were dispatched to a residence in the area of Dundas Street and Vansittart Avenue. A resident of the address had called police to report an assault and damaged property at the hands of a man. Officers confronted the man outside the home. The man was belligerent with the officers and adopted an aggressive posture. He was eventually grounded and handcuffed behind the back. Taken to hospital following his arrest, the 23-year-old man was diagnosed with a broken nose. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.19 July, 2024
SIU Concludes Investigation into Thessalon Shooting
In the evening of March 22, 2024, Ontario Provincial Police officers located a man who was to be taken into custody on the strength of a Mental Health Act warrant. Attempts were made to speak to the 35-year-old man, but to no avail. The man was holding a knife, and did not drop the knife when directed to do so. Further efforts were made to de-escalate the situation. When the man started to move towards an officer, another officer fired his conducted energy weapon at the man twice, but neither discharge was successful. The man then began to advance on this officer. Another officer yelled at the man to stop and drop the weapon. When he wouldn’t, the officer fired twice. The man was arrested and transported to hospital where he was diagnosed with gunshot wounds to the upper left arm and left chest. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the shooting.19 July, 2024

On March 22, 2024, the attention of Ottawa Police Service officers was drawn to a vehicle with excessive tint on its windows and an out-of-province licence plate. An attempt was made to stop the vehicle, but the driver wouldn’t stop. A short time later, the female driver of the vehicle took flight on foot, while carrying a firerarm in her hand. An officer repeatedly yelled at her to drop it. When the woman turned in the officer’s direction, the officer fired four rounds from his semi-automatic pistol. The woman was arrested, and transported to hospital where she was treated for multiple gunshot wounds to the torso. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the officer committed a criminal offence in connection with the shooting.18 July, 2024

The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe two Toronto Police Service officers committed a criminal offence in connection with the broken right elbow suffered by a 23-year-old man. On March 19, 2024, officers attempted to arrest the man at Scarborough Town Centre mall for extortion. The man fled and jumped onto the hood of a sedan and fell. SIU Concludes Investigation into Man’s Skin Infection Reportedly from Handcuffs in Toronto
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with a 40-year-old man who contracted cellulitis on his right arm following his arrest last summer. On October 17, 2023, the man contacted the SIU to report his infection and hospitalization, and an investigation was launched. The man was arrested on July 25, 2023, after he damaged an ambulance. He was handcuffed behind the back and put in the cruiser where he flailed his legs.17 July, 2024

The Office of the Chief Coroner was investigating after a 59-year-old man died in hospital during surgery on July 2, 2024. This man had been involved in an interaction with BPS officers on May 30, 2024, when they were called to assist paramedics with a medical call at a home in the area of Buffalo Street and West Street.12 July, 2024

In the afternoon of March 8, 2024, Hamilton Police Service officers with the High Enforcement Action Team observed two males seemingly engaged in drug transactions. When the males exited a building, officers attempted to arrest them. One of the individuals was grounded and taken into custody. The other male fled on foot. When an officer took hold of this man, the man broke free and bumped into a 61-year-old woman. She fell backwards, used her left hand to break her fall, and broke her wrist in the process. The man fled but was apprehended soon after. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the woman’s injury.5 July, 2024

On March 7, 2024, a 26-year-old man passed away, the result of gunfire discharged by OPP officers in New Liskeard. An 80-year-old man was seriously injured in the course of the same gunfire. The SIU was notified of the incident and initiated an investigation. The investigation is now concluded. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the shooting.5 July, 2024

SIU Concludes Investigation into Oakville Police-Involved Fatal Shooting
In the early morning of March 2, 2024, the Halton Regional Police Service received a 911 call from a resident of a house in Oakville. The caller reported that a man was stabbing another resident of the house. The caller struck the man across the head with a frying pan, but the attack continued. At that point, the caller had left the residence to call 911. Officers arrived on scene and entered the home. Officers ordered the man to get off the resident, but the man continued his attack. One officer discharged his firearm five times, and another officer discharged seven rounds. The 29-year-old man was declared deceased at the scene. SIU Concludes Investigation into Man’s Overdose While in Custody of Durham Police
On March 5, 2024, a 57-year-old man was arrested by a Durham Regional Police Service officer at a grocery store in Oshawa. After doing a search of the man, he was transported to the police station. At the station, the officer made his way to the booking area to speak with the sergeant. When the officer returned to the cruiser, he observed the man with blue liquid coming from his mouth, and unresponsive. The man was transported to hospital where he was diagnosed with multi-substance overdose. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the officer committed a criminal offence in connection with the man’s medical event.3 July, 2024
Update: Teenager Who Fell from Bridge in Cambridge Passes Away
On July 2, 2024, Waterloo Regional Police Service went to a bridge at Concession Street and Water Street in Cambridge after receiving a report of a male standing on the railing of the bridge. Officers located the 17-year-old male, who was determined to be in crisis, and attempted to negotiate with him. Shortly after, the teenager fell from the bridge and into the Grand River below. He was rescued but found with vital signs absent. CPR was initiated and the teenager was transported to hospital.3 July, 2024

SIU Concludes Investigation into Man’s Dog Bite Wounds During OPP Arrest in Tweed
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe an Ontario Provincial Police officer committed a criminal offence in connection with the serious injury of a 47-year-old man. On March 1, 2024, an officer located a man who was subject to arrest for two warrants. The officer followed the man, who was in a pickup truck. The pickup truck crashed and two men inside fled. The wanted man hid and a canine team was dispatched. The police service dog located the man and bit his lower right leg and held the man until officers could handcuff him. On March 2, 2024, officers were sent to a disturbance call at Goldies Café on Bayly Street in Ajax. The man reportedly assaulted a customer and was spitting on people. The man confronted the officer, with the officer asking the man to stop and remove his hands from his pockets. The man refused and when he was within an arm’s length, the officer pushed the man away. The man stumbled backward and struck his head on the pavement. The officer called for an ambulance and the man was taken to hospital.28 June, 2024

In the morning of February 25, 2024, Niagara Regional Police Service officers were dispatched to the parking lot of a hotel in Niagara Falls to investigate a report of a man breaking into a vehicle. Soon after an officer arrived on scene, the person of interest fled from the vehicle, with the officer in pursuit. The officer caught up to the man and a struggle ensued. Other officers arrived on scene and assisted in handcuffing the man. At hospital, the man was diagnosed with a fractured left clavicle. On February 19, 2024, Waterloo Regional Police Service officers were dispatched to an apartment building in Kitchener for a disturbance call. An individual had called police to report that a family member – a 31-year-old male – was of unsound mind and in possession of a machete. Soon after arriving, officers observed the male. When he ran towards the officers while holding the machete, one of the officers deployed his conducted energy weapon (CEW). The man fell but got up and advanced towards an officer. The officer deployed his CEW again, but the man continued forward. Another officer then discharged his firearm and the man was fatally struck. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s death.19 June, 2024

Just before midnight of February 20, 2024, Toronto Police Service officers were dispatched to a break and enter in progress at a restaurant on Avenue Road. An officer observed a black sedan in the laneway behind the restaurant. The sedan drove into the cruiser, and then fled. Officers pursued the vehicle. After managing to block in the vehicle, the man fled on foot, and the officers gave chase. The man was arrested. At hospital, the 23-year-old was diagnosed with a broken left orbital bone. The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with the self-inflicted gunshot wound suffered by a 40-year-old man. As officers were in the vicinity at the time, the SIU was notified and investigated. On February 18, 2024, officers were called to a residence in the area of Lawrence Avenue East and Morningside Avenue about a man in mental distress. The officers talked to the man, who barricaded himself in a bedroom, and tried to get him to exit. While in the bedroom, unbeknownst to the officers or his family that he had a revolver, the man shot himself in the face. Police called for paramedics and helped provide medical care until their arrival.15 June, 2024

In the early afternoon of February 7, 2024, plainclothes Hamilton Police Service officers were occupying a parked unmarked police vehicle, and monitoring a building for drug activity. Seeing a man engage in what they believed was a drug sale, the officers decided they would arrest him for drug trafficking. There was an altercation between the man and officers, and the 26-year-old man was eventually handcuffed and taken to the police station. Investigation Concluded into Man Bit by London Police Service Dog During Arrest
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a London Police Service officer committed a criminal offence in connection with a 46-year-old man seriously injured from a police service dog bite. On February 1, 2024, a 911 call was made after the man reportedly damaged the water heater of a woman’s home, flooding the basement, and took off in a car while impaired. The man was involved in a single-vehicle collision at Wonderland Road South and Dingman Drive and left the scene on foot. A police dog tracked him and bit him on the right arm until he was handcuffed. The man was taken to hospital where he was treated for lacerations and fractures of the right forearm and wrist.31 May, 2024

On January 29, 2024, Ontario Provincial Police officers in separate cruisers were traveling eastbound on Highway 407 when they came across a vehicle traveling well below the speed limit without its taillights on. After querying the licence plate, the officers learned that the vehicle had been reported stolen. A decision was made to attempt to stop the vehicle. A short time later, the vehicle being investigated struck another civilian vehicle. The driver of the vehicle that was struck – a 33-year-old man – was taken to hospital and diagnosed with a fractured right wrist. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the collision.27 May, 2024

In the early morning of January 28, 2024, a Toronto Police Service officer arrived at the scene of a single motor vehicle collision in the area of Walsh Avenue and Mathews Gate. Witnesses informed the officer that a man had fled on foot. Locating a man that fit the description provided by the witnesses, the officer approached him. Additional officers arrived. After an interaction between officers and the 31-year-old man, the man was arrested. At hospital, he was diagnosed with a fractured nose. The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Peel Regional Police officer committed a criminal offence following a collision that resulted in the serious injury of an 18-year-old male in Mississauga on January 15. The SIU was notified as the complainant, who was operating a stolen SUV, was being pursued by two officers at the time of the collision. SIU Concludes Brampton Investigation into Arrest of Man Who Used Stolen Van to Ram Police Cruisers
In the evening of January 13, 2024, Peel Regional Police officers became aware of a stolen van parked in the area of Rutherford Road South and Steeles Avenue East in Brampton. Officers blocked in the van with their cruisers and demanded that the occupants show their hands and exit. Instead, the driver reversed the van and then drove forward into the cruisers. He did this multiple times. Officers then smashed the driver’s door window and pulled him out. A struggle ensued, and soon after the 32-year-old man was arrested. He was transported to hospital and diagnosed with a fractured left orbital bone. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the man’s arrest and injury.12 May, 2024

In the evening of January 12, 2024, a 29-year-old woman and a 23-year-old man were on foot travelling eastbound on Hilldale Crescent approaching Central Park Drive. They crossed into the roadway in tandem and had passed the centre median when a police vehicle, approaching from the south, struck the woman. She and the man tumbled to the ground. The officer brought his cruiser to a stop after the collision and exited to render assistance. At hospital, the woman was diagnosed with a brain bleed and a spine fracture, and the man was treated for a broken right foot. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the officer committed a criminal offence in connection with the collision.10 May, 2024
SIU Concludes Investigation into Discharge of Firearm by Police Officer at Man in Brantford
On January 12, 2024, a Brantford Police Service officer observed a van – idling and with windows covered with cardboard – in a gas station parking lot. The officer deployed a spike belt behind the van and stopped his cruiser behind the van. Two other officers arrived in separate vehicles and surrounded the van. Moments later, the van struck all three police vehicles as it attempted to make a U-turn. One of the officers discharged his firearm several times in the direction of the 43-year-old male driver as the van continued to arc around the officers, making good its escape from the gas station. The SIU initiated an investigation. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the incident.10 May, 2024

On January 1, 2024, police received 911 calls about a man causing a disturbance and assaulting people on Bruce Avenue, Shepherd Street West, York Street and Wahketa Street. The man fled police before an officer tackled him to the ground. The man punched an officer in the head. An officer again caught up to him and took him down. The man struggled and an officer punched the man in the head two or three times, and another officer discharged a conducted energy weapon. On December 26, 2023, a 40-year-old man took his life in his home in Lakefield. As the Peterborough Police Service was present outside the home at the time, the SIU was notified of the incident and initiated an investigation. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s death.23 April, 2024

On December 25, 2023, Kingston Police officers were dispatched to an apartment building in the west end of Kingston to investigate a domestic dispute call. The building superintendent escorted the officers to an apartment unit, but continued to obstruct the entry of the officers into the unit. When an officer took hold of the superintendent’s arm to arrest him, he resisted and a struggle ensued. He was taken to the floor and handcuffed behind the back. He was later taken to hospital where he was diagnosed with a fractured right orbital bone. On December 23, 2023, two officers were responding to a reported break-and-enter call when their cruiser hit a Toyota Camry near Finch Avenue East and Bayview Avenue. Following that, an officer shot a less-lethal shotgun with sock rounds at the man four times. The officer kicked the man to the ground and he was handcuffed. On December 14, 2023, the man was shot after he shot at officers in a cabin on Twin Sisters Lake Road. Earlier, the property owner reported to police that the man, believed to have access to guns, had threatened to burn the camp and he wanted police to remove him. The man fired a shotgun out an open window of the cabin. Police officers attempted to negotiate for hours to no avail. An officer fired a less-lethal weapon twice at the cabin’s windows. In response, the man fired his shotgun three times at officers. An officer returned fire, striking the man in the left shoulder. He exited the cabin and was taken into custody.12 April, 2024

On November 29, 2023, police officers in the Aylmer area were on the lookout for a taxi that had been carjacked at knifepoint by a male. Officers located the vehicle and attempted to stop it. When the 18-year-old male driver fled on foot, an interaction ensued and an Ontario Provincial Police officer fired her gun at him. The shot missed and the man continued his flight. He was arrested a short distance away. In the early morning of October 29, 2023, London Police Service officers were dispatched to a restaurant in London after staff reported to police that a man had brandished a knife at security personnel. Officers encountered the 22-year-old man, and a struggle ensued as the officers attempted to arrest him. The man was eventually handcuffed. At hospital, he was diagnosed with a fractured left arm. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injury.23 February, 2024

The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Peterborough Police Service officer committed a criminal offence in connection with the self-inflicted injuries suffered by a 25-year-old woman. The SIU investigated as she appeared to have been speaking with an officer at the time of the incident on October 27, 2023. In the morning of October 23, 2023, two Ontario Provincial Police officers made their way to Tundra Road in Caledon to investigate a suspicious Jeep parked on the roadway. Officers observed the Jeep, which they learned had been reported stolen. Soon after the officers got the attention of the men inside the Jeep, the driver drove at one of the officers. This officer was struck. When the Jeep drove towards the other officer, that officer discharged his firearm at the vehicle. No one was injured as a result of the shooting. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the use of his gun.20 February, 2024

On October 23, 2023, Niagara Regional Police Service officers were dispatched to a home in St. Catharines for a domestic disturbance. A 48-year-old man had attacked a family member with a knife. Soon after the officers arrived, the man charged at the officers while holding a knife. The man was told to show his hands before a barrage of gunshots rang out from two of the officers. The man succumbed to his wounds in hospital. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the two officers who discharged their firearms committed a criminal offence in connection with the man’s death.16 February, 2024
No Charges to Issue in Relation to Toronto Arrest
In the evening of October 21, 2023, Toronto Police Service (TPS) officers were dispatched to a Toronto Community Housing (TCH) building to assist a TCH officer and a provincial offenses officer who had arrested a 33-year-old man. When the man continued to resist, and then kicked back with a leg, one of the TPS officers pulled the man down, his right side striking the ground. The man was transported to hospital where he was reportedly diagnosed with a broken nose and fractured right jaw. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injuries.16 February, 2024

In the morning of October 23, 2023, two London Police Service officers were on patrol in a marked cruiser when they came across a woman who was the subject of an arrest warrant. The 34-year-old woman, who was on her bike at the time, was permitted to return her bike home. The officers followed behind. As the woman was accompanied to the officers’ cruiser parked out front the home, a physical altercation ensued between her and the officers. The woman was eventually handcuffed. She was transported to hospital after her arrest and diagnosed with a fractured left finger. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the woman’s arrest and injury.16 February, 2024

In the evening of October 21, 2023, a 36-year-old man was in the back seat of a police cruiser parked in the garage of the OPP Nottawasaga Detachment. He had been lodged in a cell following his arrest and was now being transported to hospital for medication. When officers noticed that the man had maneuvered his handcuffed arms in front of his body, they asked him to reposition them behind his back. At some point, an officer shut the door, resulting in the man’s head being struck. He was later diagnosed with a concussion. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.16 February, 2024
SIU Concludes Investigation into Man’s Fall from Roof in Collingwood
On the evening of October 15, 2023, Ontario Provincial Police officers were dispatched to a residence in Collingwood after a 911 caller had reported a domestic disturbance. When officers arrived, a man and woman were on the front lawn of the home. Upon seeing the officers, the 38-year-old man entered the home. At some point, he made his way to the second-floor, opened a west-facing window and climbed out onto the sloped roof of a porch. The man slid down the roof and fell to the ground, fracturing his left ankle in the process. He was transported to hospital for treatment. As OPP officers were present at the time of the fall, the SIU was notified of the incident and initiated an investigation. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.16 February, 2024

In the morning of October 23, 2023, Toronto Police Service officers were dispatched to a residence in Toronto to investigate a 62-year-old man who had earlier that day threatened a municipal bylaw officer with a knife. When officers called out to the man from the sidewalk, the man exited the home while holding a knife and walked towards the officers. The officers repeatedly told the man to drop the knife and attempted to deescalate the situation. When the man ran towards an officer, multiple officers discharged their conducted energy weapons. The man was eventually apprehended. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the man’s arrest and fractured left clavicle.15 February, 2024

On October 18, 2023, a 35-year-old man and a 34-year-old woman sustained bullet wounds in the course of a police shooting outside of a residence in Seaforth. The SIU was notified of the incident and initiated an investigation. The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Timmins Police Service officer committed a criminal offence in connection with the serious injury suffered by a 48-year-old man. On October 10, 2023, the man was arrested for assault at a residence in the area of Father Costello Drive. The man, who made suicidal comments en route to the station, was lodged in a cell. Minutes later, he attempted to hang himself with a T-shirt. An officer checked on him and cautioned him to stop. Later the man attempted to harm himself a second time. The officer saw the man and helped him. Paramedics were called and the man was taken to hospital where he was treated for a brain injury.7 February, 2024

SIU Concludes Investigation into Mississauga Arrest of Woman who was Armed with Knife
In the afternoon of October 7, 2023, Peel Regional Police officers were dispatched to an area in Mississauga to investigate a knife attack. Shortly after officers arrived at the scene, the 45-year-old female person of interest walked towards the officers with a knife in her hand. The officers implored the woman to drop her knife, but this was to no avail. One of the officers fired his conducted energy weapon (CEW), but this had no effect on the woman. When the woman eventually started walking away from the officers, another officer fired his CEW at the woman, resulting in her falling backwards and striking her head on the pavement. The woman was arrested and later taken to hospital where she was diagnosed with a fractured left wrist and a brain bleed. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the woman’s arrest and injuries.5 February, 2024

On August 27, 2023, a 33-year-old man was in the throes of a psychotic episode when he approached a Toronto Police Service officer who was in the area. The officer, who was dealing with a motorist that he had pulled over, told the man he would assist him after finishing with the motorist. When the officer did turn his attention to the man, the man lunged in the officer’s direction. The officer took hold of the man and proceeded to handcuff him. When the man kicked the officer in the leg, the officer forced the man to the ground. The man suffered multiple facial fractures as a result. The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Niagara Regional Police Service officer committed a criminal offence in connection with a 36-year-old man who fell into medical distress while in a cell in Niagara Falls. On September 28, 2023, officers arrested the man on a warrant in relation to charges of break and enter. About 30 minutes after he was lodged in a cell, the man was found unresponsive. Paramedics were called, and a dose of naloxone was administered. The man was transported to hospital where it was discovered drugs were reportedly hidden in his rectum. Director Martino surmised that if the man been strip searched, the drugs may have been located but he did not believe the officers’ decision to not conduct one was unreasonable given he was not arrested on drug charges and he denied using drugs.23 January, 2024

In the afternoon of September 21, 2023, a Peel Regional Police officer arrived at a Scotiabank in Brampton. An employee of the branch had contacted police to report that a man was attempting to access funds using false identification. The officer entered the bank, took hold of the man, and escorted him outside to his parked cruiser where he intended to secure him in handcuffs. While facing the passenger side of the cruiser, his left hand having already been cuffed, the man began to resist arrest. An interaction ensued, and the man was eventually handcuffed behind the back. The man was released at the scene following his arrest. The 26-year-old man subsequently attended hospital where he was diagnosed with a leg fracture. SIU Concludes London Investigation
In the early morning hours of September 11, 2023, London Police Service officers attended the residence of a 37-year-old man to caution him about misusing the 911 emergency call system. An officer spoke to the man beside the building’s front door and warned him he would be arrested for ‘mischief’ if he persisted with the 911 calls. Another officer approached the man and the two shook hands. In the course of the handshake, the officer again cautioned the man and asked whether he understood. The man replied he did and the handshake ended. The police took their leave and the man returned to his apartment. Feeling pain in his right hand, the man went to hospital. He was diagnosed with a fractured knuckle of the right small finger. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.18 January, 2024
