No Criminal Charges Warranted in Relation to Death of Man in Toronto

On the night of November 26, 2017, officers with the Toronto Police Service (TPS) responded to a Toronto Community Housing Corporation (TCHC) apartment building in the area of Sherbourne Street and Dundas Street East for a disturbance call. When officers arrived at the TCHC security office, a 57-year-old man was in the office – he was seated and had been handcuffed. The officers took over custody of the man and stood him up to perform a search.  Following the search he was allowed to be seated again.  Shortly after being seated, the man fell to the ground and went vital signs absent. Paramedics, who were already on scene, performed CPR on the man and transported him to hospital where he was pronounced dead at 11:15 p.m. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any TPS officer in relation to the man’s death.

The Director of the Special Investigations Unit (SIU), Tony Loparco, has reasonable grounds to believe that a Kingston Police officer committed a criminal offence in relation to an incident that reportedly occurred sometime between March 1, 2017 and April 30, 2017.

No Charges to Issue in Relation to Belleville Interaction

On the evening of December 31, 2017, a 60-year-old man called 911 to report that he had injured himself. When paramedics and a police officer arrived at the residence, the man was located on the kitchen floor. The man immediately stood up, grabbed a broom and swung it at the paramedics and police officer. When the man reached for a knife, the officer deployed his conducted energy weapon. The man fell backwards and struck his head. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against the officer in this case.

No Criminal Charges to Issue in Relation to Injury Sustained by Man in Thunder Bay

On December 4, 2017, Thunder Bay Police Service (TBPS) officers arrested a 41-year-old man for public intoxication. Due to a previous brain injury and his state of intoxication, he was transported to hospital. While waiting to be seen, the man was seated in a wheelchair. When he abruptly stood up, he fell forward and struck his head. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Thunder Bay Police Service officer in relation to this incident.

Man’s Decision to Flee from Police in Burlington Caused him to be Injured; SIU Determines No Charges to Issue

On November 18, 2017, personnel at a Burlington bank contacted police for assistance as a man was in the bank acting suspiciously. When Halton Regional Police Service officers attended, the 58-year-old man fled through the front doors, but was apprehended shortly after. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any officer in relation to the serious injury sustained by the man.

No Basis to Lay Charges Against Police Officer in Relation to Collision in Kitchener

On December 24, 2017, a Waterloo Regional Police Service officer in Kitchener was investigating a U-Haul for a traffic violation. The driver of the U-Haul fled at a high rate of speed, and soon after, collided with another motor vehicle. An 84-year-old female passenger in this motor vehicle sustained a serious injury as a result of the collision. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a WRPS officer in relation to this incident.

In the early morning hours of September 25, 2017, a York Regional Police Service officer began investigating a motorcycle traveling at a high rate of speed in Markham. A short time later, the motorcyclist became involved in a collision. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against the police officer in relation to this incident.

On the morning of September 29, 2017, police officers attended a residence in Niagara Falls to arrest a man for a parole violation and for domestic assault. After a struggle between the man and officers, he was subsequently arrested and handcuffed. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any police officer in relation to the serious injuries sustained by the 50-year-old man.

Due to SIU’s Inability to Identify Officer Who Kicked Man in Face, No Charges to Issue in Toronto Case

On October 23, 2017, Toronto Police Service officers executed a search warrant on a man’s residence in Toronto. The man was found in a hallway and ordered to the floor while the residence was contained. The man complied and lay on his stomach as directed until he was handcuffed. At some point, the man was kicked in the face by an unknown officer. While the Director of the Special Investigations Unit, Tony Loparco, has grounds to believe a criminal offence was committed, no charges will be laid due to the inability to identify the officer responsible for the man’s injury.

No Criminal Wrongdoing on Part of Officers in Relation to Guelph Collision

On August 3, 2017, an attempted bank robbery prompted a massive police response in the City of Guelph. In the meantime, the suspects robbed another bank. Soon after police located the suspect vehicle, it veered into the lot of a mechanic’s shop where it collided with a raised curb and pole. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Guelph Police Service officer in relation to the serious injury sustained by one of the passengers in the vehicle.

On the evening of August 23, 2017, a Toronto Police Service officer observed a woman selling drugs on Queen Street East, and as a result, arrested her. While being handcuffed, the woman thrashed around, and then continued to struggle in the police cruiser. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Toronto Police Service officer in relation to the serious injury sustained by the woman.

SIU Determines Man was Injured When He Drove into a Toronto Public Library; No Wrongdoing on Part of Any Involved Officers

On May 11, 2017, a man was operating a vehicle when he came to the attention of police officers. Shortly after police began following the vehicle, the vehicle crashed into the side of the Toronto Public Library located at the intersection of Gladstone Avenue and Bloor Street West. The man fled from the collision scene on foot, but was eventually located by police and arrested. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Toronto Police Service officer officer in relation to the serious injuries sustained by the man.

The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Chatham-Kent Police Service officer in relation to the serious injury reportedly sustained by a 28-year-old man during his arrest in September of 2017.

On August 21, 2017, York Regional Police (YRP) officers attended a commercial plaza on Yonge Street in Newmarket as a man had been seen in possession of a machete. Officers located the man, and he eventually dropped the weapon. After a struggle with officers, the man was arrested. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any YRP officer in relation to the serious injury sustained by the 40-year-old man during his arrest.

On December 22, 2017, a police vehicle was involved in a collision with a civilian vehicle in the area of Trout Pond Road and Highway 17 in Bonfield. The 25-year-old driver of the vehicle sustained serious injuries. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against the driver of the police vehicle in relation to the serious injuries sustained.

SIU Determines No Wrongdoing on Part of Officers in Relation to Suicide of Man in Killaloe

On the afternoon of December 6, 2017, Ontario Provincial Police officers responded to a residence in Killaloe after receiving a concerning call from the wife of a 52-year-old man. When officers arrived at the home, they located the man sitting inside some brush while holding a shotgun. While officers attempted to speak with him, the man raised his shotgun. When an officer discharged his conducted energy weapon at the man to incapacitate him, the man simultaneously shot himself. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against an OPP officer in relation to the man’s death.

No Reasonable Grounds to Charge Police Officer in Relation to Ottawa Collision that Resulted in a Young Person Being Seriously Injured

On the afternoon of October 11, 2017, an Ottawa Police Service officer was operating radar on Hunt Club Road when he observed a vehicle being driven at a high rate of speed. The officer gave pursuit of the vehicle, and the vehicle pulled over. As the officer approached the vehicle, the driver sped off and soon after was involved in a collision. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against the police officer in relation to the serious injury sustained by a 16-year-old male who was a passenger in the vehicle.

Man Injured When he Jumped From Roof of Coffee Shop; No Basis to Lay Charges Against Police

On August 26, 2017, a 54-year-old man broke into a Tim Hortons in Brant County. Realizing police were in the area, the man climbed onto the roof and jumped to the ground below. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any Ontario Provincial Police officer in relation to the injuries sustained by the man.

On August 20, 2017, a store loss prevention officer contacted 911 to report that a man he had been following was armed with a weapon. Kingston Police Service (KPS) officers, along with a police canine, attended the area, located the man and arrested him. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a KPS officer in relation to the dog bite injury sustained by the 42-year-old man.

Police Officers did not Resort to an Excessive Use of Force When Arresting Man in St. Catharines; No Basis to Lay Charges

Shortly after midnight on October 7, 2017, a  Niagara Regional Police Service officer became aware of a disturbance between individuals on James Street. As a result of his investigation, the officer arrested a 23-year-old man for public intoxication. The following day, the man attended hospital where he was diagnosed with a serious injury. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against the officer in relation to the man’s arrest.

SIU Determines No Basis to Charge any Officer in Relation to Arrest of Man at Yorkdale Mall

On August 26, 2017, officers with the Toronto Police Service responded to a call from mall security at Yorkdale Mall for assistance with a man who was apparently intoxicated. The 52-year-old man was arrested for public intoxication and then transported to the police station. The following day, the man was diagnosed with a rib fracture. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any police officer in relation to the man’s injury.

No Criminal Charges Warranted in Relation to Death of Man in Hamilton

On the morning of April 2, 2018, a number of Hamilton Police Service (HPS) officers arrived at a residence following reports of a disturbance at the address. With the officers present, a 45-year-old man scaled onto his roof, climbed onto an adjacent roof and then fell to the ground. He was taken to hospital where he was diagnosed with a brain bleed. The man succumbed to his injuries on April 21, 2018. The Acting Director of the Special Investigations Unit, Joseph Martino, has determined there are no reasonable grounds to lay criminal charges against an HPS officer in relation to the man’s death.

On the night of November 7, 2017, an undercover police officer attended the area of Square One Mall in Mississauga to purchase drugs from an alleged drug dealer. Once the deal was completed, other officers moved in and arrested the alleged drug dealer and two other individuals. One of these individuals sustained a serious injury. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Toronto Police Service officer in relation to this incident.

On the night of November 11, 2017, a man was banging on the front door of the Strathroy OPP detachment. A police officer answered the door, and after seeing that the man was bleeding, the officer asked the man to wait as she went to retrieve her gloves. When the officer went back inside, the man headed to the roadway, and soon after was struck by a passing vehicle. He was transported to hospital where he succumbed to his injuries months later. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against the OPP officer in relation to the man’s death.

No Basis to Charge Officer in Relation to Arrest of Pair in Vaughan Mills Parking Lot

On September 29, 2017, the Niagara Regional Police Service contacted York Regional Police (YRP) regarding an individual of interest who was determined to be in the area of the Vaughan Mills Mall. YRP officers located the man and a woman in the mall parking lot, and both were arrested. On the afternoon of September 25, 2017, Ontario Provincial Police (OPP) officers were attempting to stop a stolen pickup truck that was being operated in an erratic and dangerous manner. In Arnprior, the pickup truck collided with a vehicle being operated by 65-year-old Sheila Welsh. Ms. Welsh was pronounced dead at the scene. The driver of the pickup truck, 20-year-old Zachary Wittke, sustained injuries. On the morning of September 14, 2017, a man was walking on Driftwood Avenue in Toronto when another man approached him and repeatedly stabbed him with a knife and punched him several times. When officers arrived at the scene, they repeatedly told the man to stop and drop his knife. One officer discharged his firearm, and the man was struck. In the early morning hours of September 5, 2017, an Ontario Provincial Police (OPP) officer with the Huronia West detachment was involved in a brief suspect apprehension pursuit. A short time after the officer terminated the pursuit, the vehicle being pursued became involved in a collision with a second vehicle. On August 9, 2017, at the request of the Ontario Provincial Police, Woodstock Police Service (WPS) officers contacted 45-year-old Darryl Carroll to inform him that there was a warrant for his arrest for breaching the terms of his probation. Mr. Carroll said he would surrender himself to the police, but that did not transpire. Two days later, Mr. Carroll was located, deceased, in his vehicle in the parking lot of the Woodstock General Hospital. At approximately 10:30 p.m. on August 27, 2017, officers with the Smiths Falls Police Service and with the Ontario Provincial Police Rideau Lakes detachment responded to an unknown trouble call at a residence in the Township of Rideau Lakes. Three separate police pursuits with a pickup truck connected to the residence were initiated and then terminated. At approximately 11:10 p.m., the driver of the pickup truck was involved in a single vehicle collision. In the afternoon hours of August 10, 2017, an individual reported to 911 that a Lamborghini was being driven southbound on Highway 10 at a high rate of speed. An Ontario Provincial Police officer with the Caledon detachment located the vehicle and pursued it, but then pulled his cruiser onto the shoulder of the road after losing sight of the vehicle. The officer started his cruiser up again. In the area of McLaughlin Road and Boston Mills Road, the officer located the Lamborghini in a ditch. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against the officer in relation to the serious injury sustained by the 32-year-old driver of the vehicle.

Woman’s Injuries in Picton Due in Part to Medical Condition; No Criminal Charges Warranted Against Police

On September 9, 2017, paramedics requested that the Ontario Provincial Police (OPP) attend a call with them in regards to treating a 54-year-old woman’s low blood sugar levels and her reported strange behavior. When officers and paramedics arrived at the apartment, the woman became violent and refused to be treated. The officers managed to gain control of the woman by taking her to the floor. She was then treated by the paramedics and transported to hospital. On May 10, 2017, Sault Ste. Marie Police Service (SSMPS) officers attended a residence to locate a man who had warrants outstanding for his arrest. There was an interaction between officers and the 28-year-old man, and he was subsequently arrested. The man was later taken to hospital where he was diagnosed with a jaw injury. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a SSMPS in relation to the serious injury sustained by the man.

On the evening of July 8, 2017, a 911 call was received by York Regional Police (YRP) requesting that they attend a residence in Markham in relation to a possible break-and enter. When officers arrived, three persons of interest exited a residence and then fled on foot into backyards and forested areas. The officers pursued the individuals by foot, and then apprehended them on railway tracks just west of the GO transit Centennial Station. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a YRP officer in relation to the arrest of a 22-year-old man who was diagnosed in hospital with a serious injury.

Man’s Death in Chatham a Result of Him Shooting Self; SIU Determines No Charges to Issue

Shortly before midnight on July 25, 2017, a woman contacted the Chatham-Kent Police Service (CKPS) to notify them that her 52-year-old common-law partner was accessing firearms located in their home. Officers attended the residence and contained the surrounding area. Officers attempted to engage with the man but there was no response. When the officers finally decided to enter the home, they found the man, deceased. The immediate cause of death was determined to be a ‘gunshot wound to the head’. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any CKPS officer in relation to the man’s death.

Despite Serious Injury, SIU Finds Arrest of High School Student in Windsor was Lawful

On June 6, 2017, Windsor Police Service (WPS) officers attended a high school to address the report of a disorderly student who refused to leave the property, despite being told to numerous times. There was a struggle between the 17-year-old student and the officers, and the student was arrested and then transported to hospital where he was diagnosed with a displaced nasal bone fracture. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any involved WPS officer in relation to the arrest of the student.

SIU Determines Pursuit and Apprehension of Man In London was Legally Justified

On April 25, 2017, police officers from the Ontario Provincial Police (OPP) Perth County detachment responded to a 911 call regarding a complaint of a possible impaired driver in Mitchell. Police stopped the vehicle, but it fled after ramming two police cruisers. The driver then became involved in a motor vehicle collision in Stratford but did not remain at the scene. Once the vehicle was located, police strategically followed it. When the vehicle was eventually stopped, the driver fled on foot and was pursued by officers who were able to apprehend him. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against an OPP officer in relation to the arrest of the man.

On August 21, 2017, Peel Regional Police (PRP) officers were dispatched to the Pearson International Airport to investigate a passenger who was behaving strangely. Due to his erratic behavior and him indicating that he had ingested LSD, the man was transported to an Etobicoke hospital by ambulance. While hospital staff and police officers made attempts to restrain the man in order to provide him with treatment, the man sustained a serious injury. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a PRP officer in relation to the injury.

On the night of June 22, 2017, Ontario Provincial Police officers with the Elgin County detachment attended a nursing home in St. Thomas to deal with an 86-year-old resident who had become aggressive with staff members and was threatening them. Shortly after the police officers arrived, the man swung an item at them and subsequently lost his balance and fell to the floor. The man was transported to hospital where he was diagnosed with a fractured hip. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any officer in relation to this incident.

No Criminal Charges Warranted in Relation to Yonge Street Arrest of Man in Toronto Armed with Knives

On May 8, 2017, an individual reported to 911 that a man was walking along Yonge Street in Toronto, openly brandishing two knives. Toronto Police Service officers located the man and used several tactics in an attempt to disarm him, from using verbal commands, to using their own physical strength, to discharging a less lethal shotgun at the man, and then to using an extendable baton in order to force the man to drop his weapons. After eventually subduing the man, he was transported to hospital and later diagnosed with fractured wrists. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any officer in relation to this incident.

On July 3, 2017, police officers with the Stratford Police Service attended a residence to check on the well-being of a 52-year-old man who had made comments about taking his own life. The man was subsequently apprehended pursuant to the Mental Health Act. During that apprehension, the man fell to the ground, struck his head and briefly lost consciousness. He was diagnosed with a mild concussion. While critical of the actions of one of the responding officers, the Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges in relation to this incident.

On June 11, 2017, Windsor Police Service (WPS) officers attended a residence in order to apprehend a 28-year-old man on a number of outstanding charges, including armed robbery. When the man would not come out of the house, the officers, along with a police dog, breached a door and went in. The dog eventually located the man who was hiding in the attic. The man was arrested and then transported to hospital for treatment of neck injuries. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a WPS officer in relation to the injuries sustained by the man.

Burns to Man in Chatham-Kent a Result of Him Setting Self on Fire; No Criminal Charges to Issue against any Police Officer

In the late evening hours of June 30, 2017, Chatham-Kent Police Service officers attended a residence to do a well-being check on a 43-year-old man. Officers located the man in the backyard, and attempted to engage with him. During the encounter, the man doused himself in gasoline and set himself on fire. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any of the officers in relation to the third degree burns sustained by the man.

On February 5, 2017, Windsor Police Service officers attended a residence after being notified that a man was seen going into the residence by climbing through a window. When officers entered the residence and called out to the man, he did not respond. A police service dog was deployed and the man was arrested. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any officer in relation to the dog bite injury sustained by the 45-year-old man.

On February 21, 2017, a home owner in Toronto was electronically notified that someone was inside his residence. As he was not home, he then relayed this information to police. Soon after entering the home, a 26-year-old woman was arrested. Prior to the collision, a police officer had attempted to get the motorcyclist’s attention in relation to his driving behaviour.

OPP officers attended that particular area after a call was received requesting police assistance with a number of intoxicated persons.

During the evening hours of May 17, 2017, a 17-year-old male was driving his Volkswagen Jetta on Main Street North in Brampton. In an attempt to avoid a collision with a vehicle that had cut him off, the Jetta became involved in a collision with a Toyota 4Runner being operated by a 17-year-old female. The Jetta then struck a police cruiser. The drivers of both the Jetta and 4Runner sustained serious injuries. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against the officer in relation to this incident.

In February of 2017, Toronto Police Service officers stopped a Jeep in order to identify the driver. When officers approached the Jeep, the driver fled. A pursuit commenced, and a short time later, the Jeep struck two vehicles in the area of Dundas Srteet West and Burnhamthorpe Road. A serious injury was sustained by the driver of one of the struck vehicles. The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against any Toronto Police Service officer in relation to this incident.

Shortly before midnight on May 12, 2017, Toronto Police Service officers attempted to stop a vehicle for Highway Traffic Act violations in the area of McNicoll Avenue and Morningside Avenue. The vehicle drove off at a high rate of speed, and when attempting a left hand turn, the vehicle left the roadway, drove through a fence and struck a residence. The 28-year-old driver of the vehicle was transported to hospital and diagnosed with a serious injury. In April of 2017, Waterloo Regional Police Service officers attended the residence of a 69-year-old man upon being notified by another individual that the man was inside the residence with an extensive collection of firearms and was suffering from paranoia. When officers finally entered the residence, they found the man deceased. The cause of death was determined to be suicide, with the mechanism being penetrating wounds to the chest by knife and arrow. As a result of the crash, the 26-year-old driver of the speeding vehicle sustained a cracked vertebrae and internal bleeding, and the 61-year-old driver of the second civilian vehicle was assessed as having sustained fractured ribs and bruising to his heart.

No Grounds to Charge Peel Regional Police Officer in Relation to Man’s Fatal Jump from Balcony

The Acting Director of the Special Investigations Unit, Joseph Martino, has determined there are no reasonable grounds to lay criminal charges against a Peel Regional Police officer in relation to the September 2016 death of a 34-year-old man. As a result of the man jumping over a balcony railing soon after police entered the apartment, none of the officers had the opportunity to communicate with the man, and at no point were any of the officers close enough to the man to prevent him from jumping.

The Acting Director of the Special Investigations Unit, Joseph Martino, has determined that the conduct of three Waterloo Regional Police Service officers did not fall outside the range of what was reasonably necessary to arrest a 43-year-old man at an Oktoberfest party on October 9, 2016.  The man was later diagnosed with a concussion.

Officer’s Use of CEW on Man Armed with Knife in Mississauga Justified; No Criminal Charges Warranted

The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Peel Regional Police Service officer in relation to the injuries sustained by a 24-year-old man during an interaction on October 19, 2016. On this date, the complainant was armed with a knife in a public area, had cut himself several times and approached a civilian witness and several police officers while holding the knife. When a police officer deployed his conducted energy weapon, the man fell and struck his head on the pavement, resulting in serious injuries.

The Director of the Special Investigations Unit, Tony Loparco, has decided that no charges will issue against a Toronto Police Service officer who discharged his conducted energy weapon (CEW) at a man who was running towards the officer during an arrest in November 2016.  The man fell face down and suffered a fractured orbital bone.

Prior to his arrest, the man had attempted to steal approximately $1400 in merchandise from a local department store, and was later discovered in the backyard of a residence.

Man’s Death in Windsor Attributed to Smoke Inhalation and Other Factors; No Criminal Charges Warranted

The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Windsor Police Service officer in relation to the death of a 47-year-old man in June of 2016 in Windsor. Prior to police arriving at the man’s residence, the man had set a fire in his home. The Director found that police officers risked their safety – despite the hazards – in an attempt to save the man’s life.

Man in Mississauga Set Fire to Apartment Unit, Consumed Acid, and Threatened to Jump off Balcony; Police Efforts to Subdue Man Found to be Lawful

The Director of the Special Investigations Unit, Tony Loparco, has found that Tactical Response Unit officers with Peel Regional Police used no more force than was absolutely necessary to subdue a 38-year-old man who was impacting severe damage to himself and would have taken his own life without the intervention of police. The interaction occurred in September of 2016 after the man set a fire in his apartment and barricaded himself on his balcony.
