SIU Seeking Witnesses After Toronto Police Officer Struck Scooter, Injured Rider, in Whitby

Special Investigations Unit investigators are seeking anyone who may have witnessed a Toronto Police Service officer, in an unmarked vehicle, strike a scooter in the parking lot of Canadian Tire in Whitby last night.

Preliminary information suggests:

  • On June 25, Toronto Police Service officers were looking for a man in Whitby. 
  • Officers located the man while he was riding on a scooter. An officer driving an unmarked Toronto Police Service vehicle struck the scooter in the parking lot of the Canadian Tire at 4100 Garden Street. A second unmarked police vehicle struck one of the males.  This occurred at about 6:20 p.m.
  • One of the scooter riders, an 18-year-old male, was seriously injured and remains in a Toronto hospital.
  • The other man fled on foot and was arrested. He was not seriously injured.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
