SIU Investigating After Male Seriously Injured in Mississauga Collision

Mississauga, ON (14 May, 2024) ---
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Peel Regional Police officer committed a criminal offence following a collision that resulted in the serious injury of an 18-year-old male in Mississauga on January 15. The SIU was notified as the complainant, who was operating a stolen SUV, was being pursued by two officers at the time of the collision. The officers located the stolen vehicle and began to follow it on Highway 403 before the driver collided with a city bus at Dixie Road and Burnhamthorpe Road East.

With respect to the subject official’s manner of driving, Director Martino was satisfied the officer comported himself with due care and regard for public safety. He said his speeds were high at times but were never protracted, and the traffic was light and roads were dry. Director Martino noted there was no indication that the officer unduly pushed the complainant. Both the officers were well back of the SUV at the time – about 200 metres and 20 seconds. 

Officers assisted in extricating the driver from the SUV, which had caught fire. The male was taken to hospital and diagnosed with fractures of the left femur, face and spine.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
