SIU Concludes Investigation into Man’s Broken Arm in Toronto Motorcycle Collision

Mississauga, ON (15 November, 2024) ---
The Special Investigations Unit found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with a 28-year-old man seriously injured in a collision on his motorcycle. On July 20, 2024, the officer attempted to stop the motorcyclist for a traffic infraction. 

Director Joseph Martino found nothing in the evidence to suggest that the officer drove dangerously as she followed the motorcycle west on Sheppard Avenue East and then north a short distance on Doris Avenue. Moreover, the officer did not pursue the motorcyclist on Doris Avenue after his passenger dismounted and he accelerated away through a red light. In fact, she and the other officer were still with the passenger when they learned of the collision upwards of a kilometre north of their location. Following the collision, the man was arrested and transported to hospital where he was reportedly diagnosed with a broken left arm.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
