SIU Concludes Brampton Investigation into Arrest of Man Who Used Stolen Van to Ram Police Cruisers

Notice of Correction to Director

Mississauga, ON (13 May, 2024) ---
In the evening of January 13, 2024, Peel Regional Police officers became aware of a stolen van parked in the area of Rutherford Road South and Steeles Avenue East in Brampton. Officers blocked in the van with their cruisers and demanded that the occupants show their hands and exit. Instead, the driver reversed the van and then drove forward into the cruisers. He did this multiple times. Officers then smashed the driver’s door window and pulled him out. A struggle ensued, and soon after the 32-year-old man was arrested. He was transported to hospital and diagnosed with a fractured left orbital bone. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the man’s arrest and injury.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
