Notice of Correction to Director’s Report

Mississauga, ON (29 August, 2024) ---
Please be advised that the Director’s Report for 24-PCI-461, originally published on March 5, 2024, has been amended.

More specifically:
  • All references throughout the document to “Subject Official” or “the SO” were replaced with “Officer #1” or “Involved Official”.
  • Under ‘Incident Narrative’, the second sentence of the first paragraph read, “As was his legal right, the SO did not agree to an interview with the SIU or the release of his notes.” This line has been removed.
  • Under ‘Analysis and Director’s Decision’, the third sentence of the first paragraph read “the SO was identified as the subject official.” This line has been removed.
  • Under ‘Analysis and Director’s Decision’, the final sentence of the first paragraph read “On my assessment of the evidence, there are no reasonable grounds to believe that the SO committed a criminal offence in connection with the Complainant’s injuries.” This was replaced with: ‘On my assessment of the evidence, there are no reasonable grounds to believe that any OPP officer committed a criminal offence in connection with the Complainant’s injuries.”
The SIU regrets the errors.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
