SIU Concludes Investigation into Man’s Serious Injury Fleeing Toronto Police

The Special Investigations Unit found no reasonable grounds to believe Toronto Police Service officers committed a criminal offence in connection with a 25-year-old man seriously injured in a collision while fleeing police. On July 30, 2024, officers attempted to arrest the man for possession of a stolen vehicle. The man and his girlfriend were sleeping in the car and ignored officers’ commands to exit the vehicle before he tried to accelerate away and struck a parked vehicle. He fled on foot. The man was arrested later that morning when he went to hospital and was diagnosed with a fractured left wrist.
Director Joseph Martino concluded that aside from the officers positioning their vehicles in front and behind the stolen vehicle, and directing that the man put his hands up and step outside, there was little else to the officers’ brief involvement in this matter. He determined the man alone was responsible for the collision and his injury.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
