SIU Concludes Investigation into Man’s Fall from Roof in Collingwood

Mississauga, ON (16 February, 2024) ---
On the evening of October 15, 2023, Ontario Provincial Police officers were dispatched to a residence in Collingwood after a 911 caller had reported a domestic disturbance. When officers arrived, a man and woman were on the front lawn of the home. Upon seeing the officers, the 38-year-old man entered the home. At some point, he made his way to the second-floor, opened a west-facing window and climbed out onto the sloped roof of a porch. The man slid down the roof and fell to the ground, fracturing his left ankle in the process. He was transported to hospital for treatment. As OPP officers were present at the time of the fall, the SIU was notified of the incident and initiated an investigation. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
