SIU Investigating after Officer in Scarborough Deploys Blunt Impact Projectile Firearm

Mississauga, ON (27 March, 2024) ---
The province’s Special Investigations Unit is investigating the circumstances surrounding the deployment of a Blunt Impact Projectile (BIP) firearm yesterday at a 59-year-old man in Scarborough.

Preliminary information suggests the following:
  • On March 26, 2024, Toronto Police Service officers were at 290 Morningside Avenue in Scarborough to execute a warrant.
  • As officers were preparing to enter the building at approximately 5:30 p.m., the person of interest exited the building.  
  • There was a standoff.
  • At approximately 8 p.m., officers discharged their conducted energy weapons at the man, and one officer deployed his BIP firearm, striking the man.
  • The man was apprehended and transported to hospital for treatment of a serious injury.

Two investigators and one forensic investigator have been assigned to the case.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
