CPR and Naloxone Administration did not Contribute to Man’s Death in Brampton; SIU Terminates Investigation

The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into the death of a 36-year-old man last month in Brampton.
At approximately 12:30 a.m. on March 12, 2018, Peel Regional Police officers responded to a residence in the McLaughlin Road and Queen Street West area in response to a medical assistance call and possible overdose. Upon arrival, officers located a man who was motionless and not breathing. CPR was performed and Narcan nasal spray was administered. Paramedics arrived and took over performing CPR on the man. Efforts to revive him were unsuccessful, and at 1:11 a.m., the man was pronounced dead.
Director Loparco said, “The only contact police had with the man involved performing CPR and administering Narcan nasal spray. While neither of these interventions was able to save the man’s life, they did not contribute to the man’s death. As such, I have terminated the investigation into this incident.”
The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
