SIU Terminates North Bay Investigation

The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into an incident that occurred last month in North Bay.
At approximately 7 p.m. on October 22, 2018, North Bay Police Service officers attended an apartment unit on Main Street West for a noise complaint. After speaking with the occupants, the officers left. Sometime later, 911 received a call for an ambulance to attend the same apartment building. Along with Emergency Medical Services, two police officers were dispatched. Inside the foyer of the building, one of the men from the earlier visit was located. He had fallen from his second-story unit to the ground below, injuring both legs.
Director Loparco said, “The man declined to provide a formal statement to the SIU. In addition, he would not sign a medical release authorization so that the SIU could confirm his injuries. Accordingly, I have terminated the investigation into this incident.”
The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
