SIU Terminates Investigation in London as Injuries Sustained Prior to Contact with Police

The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into the serious injuries sustained by a 28-year-old man in London in March of 2018.  

At approximately 10:15 p.m. on March 28, 2018, Ontario Provincial Police officers responded to a single motor vehicle collision on Highway 401, in the area of Wellington Road. The driver of the vehicle – which had been reported stolen earlier that day – fled the scene. A short time later, officers with the London Police Service received a call regarding a break and enter at a business. Upon arrival, officers located and arrested a man who was exiting from a window. It was the same man who had fled from the collision scene. The man was transported to hospital for treatment.

Director Loparco said, “The evidence clearly establishes that the man sustained his injuries in a single car accident prior to any contact with the police. Accordingly I have terminated the investigation into this incident.”

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
