SIU Investigating York Officer-Involved Shooting Death of Man in Vaughan

Mississauga, ON (18 July, 2023) ---
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a York Regional Police officer committed a criminal offence in connection with the shooting death of a 25-year-old man in Vaughan last October.

On October 9, 2022, officers attempted to arrest the man after he brandished a firearm to people at a banquet hall on Vaughan Valley Boulevard. The man tried to flee, ignoring officers’ commands to stop. The officer struck the man in the back with the barrel of his rifle. The man continued, and the officer shot at the man twice. The man reached for his waistband and the officer shot at the man another two times. Officers handcuffed the man and provided first aid until he was taken to hospital by paramedics. He died the next day. The man’s firearm was located at the scene.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
