SIU Investigating After Toronto Police Officer Shoots Man in Oshawa
The Director of the Special Investigations Unit, Joseph Martino, has found no reasonable grounds to believe a Toronto Police Service (TPS) officer committed a criminal offence in connection with shooting an 18-year-old man in Oshawa.
On July 20, 2022, officers went to a residence near Simcoe Street North and Windfields Farm Drive to execute a search warrant involving a man wanted in a Toronto murder investigation. The man, who had two semi-automatic handguns, attempted to flee from a second-floor patio. The man had just landed on his feet when an officer screamed at him to drop the gun. A moment later, the officer fired his handgun twice and struck the man once in the right thigh. He was arrested, treated by paramedics on scene and taken to hospital.
Director Martino concluded that the shooting was intended to deter a reasonably apprehended threat and found no reasonable grounds to believe the officer comported himself other than within the limits of the criminal law in his confrontation with the man. The file has been closed.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
