SIU Investigating After Two Men Shot, One Fatally, in Innisfil

Mississauga, ON (16 December, 2024) ---
The Special Investigations Unit found no reasonable grounds to believe four South Simcoe Police Service officers committed a criminal offence in connection with the shootings of two 19-year-old men in Innisfil in August. One man was pronounced deceased and the other man was seriously injured by gunfire.

On August 15, 2024, police were called to a home on Shoreview Drive for a dispute. Officers located both men in an SUV where the driver was told repeatedly not to move the vehicle. The driver accelerated in the direction of an officer and an officer fired. There was a second volley of gunfire from four officers when the passenger took the wheel and drove the SUV in reverse.

Director Joseph Martino concluded he was satisfied that the officers acted with the purpose of defending themselves and/or their colleagues from a reasonably apprehended attack when they fired their weapons.

Full Director’s Report (with Incident Narrative, Evidence, and Analysis & Director’s Decision):

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
