Toronto Man Succumbs to Injuries

Mr. Levin was critically injured when a Plymouth Breeze struck his Honda Civic. The 55-year-old driver of the Plymouth was not seriously injured in the collision.
The SIU was notified that Toronto Police Service (TPS) officers were responding to a break and enter call when they saw what they believed to be the suspect car traveling on Carmichael Avenue. The police proceeded to follow the Plymouth car as it traveled onto Bathurst. Near the area of Bathurst and Haddington Avenue, the Plymouth struck Mr. Levin's car.
The SIU is investigating the extent of police involvement in the events surrounding the collision. Investigators have designated one subject and four witness officers from the TPS and the investigation is continuing.
The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
