SIU Concludes Investigation into Man’s Arrest by Halton Officers in Mississauga

Mississauga, ON (22 December, 2023) ---
In the morning of August 28, 2023, Halton Regional Police Service Tactical Unit officers convened in front of the door to an apartment in Mississauga. They had been called by the Peel Regional Police to assist with the execution of a search warrant for the premises The PRP had identified the occupants of the apartment as having been involved in a recent incident involving a firearm. Officers forced open the apartment door and stormed inside following the deployment of a distractionary device. Officers saw a 44-year-old man lying on the bed in the bedroom face down, and they handcuffed him behind the back. The man was later taken to hospital where he was diagnosed with fractures of the left orbital and zygomatic bones. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injuries.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
