SIU Concludes Investigation into Woman’s Broken Arm Amid Ottawa Arrest

Mississauga (Ontario) (21 January, 2026) ---
Le directeur de l’Unité des enquêtes spéciales (UES), Joseph Martino, n’a trouvé aucun motif raisonnable de croire qu’un agent du service de police d’Ottawa a commis une infraction criminelle en lien avec la fracture du bras droit qu’a subie une femme de 55 ans. Le 22 septembre 2025, la police a été appelée à se rendre dans une résidence située dans le secteur de la rue Queen Mary et de Vanier Parkway après avoir reçu un appel signalant une agression. 

La femme a été arrêtée pour agression, menottée et escortée dans les escaliers jusqu’au rez-de-chaussée. En descendant, la femme a perdu l’équilibre et est tombée, se fracturant le bras droit. Des ambulanciers paramédicaux l’ont donc transportée à l’hôpital.

M. Martino n’a trouvé aucune preuve que les agents étaient responsables de sa chute; elle a simplement perdu l’équilibre en raison de son état d’ébriété.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
