SIU Concludes Investigation into London-Area Collision Where Man Died, Two People Hurt

Mississauga, ON (1 April, 2025) ---
The Special Investigations Unit found no reasonable grounds to believe an Ontario Police Service (OPP) officer committed a criminal offence in connection with a collision in Arva that resulted in the death of a 35-year-old man and serious injuries of two people last November. 

On November 30, 2024, the officer attempted to stop the driver of a Nissan on Richmond Street for speeding. The driver fled and collided head-on with a Mazda occupied by a 61-year-old man and 68-year-old woman. 

Director Joseph Martino found the evidence showed the pursuit was brief and there was no indication the Nissan driver was unduly pushed. Martino found the incident was over in a matter of seconds from the moment the officer first entered the roadway, and he was well-back of the Nissan when the crash occurred. On this record, he found it apparent that the driver of the Nissan alone was responsible for the collision that took his life and seriously injured the man and woman.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
