SIU Concludes Investigation into Male Youth’s Arrest and Broken Hand in Toronto

Mississauga, ON (14 February, 2025) ---
The Special Investigations Unit found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with the fractured hand suffered by a 16-year-old male. On October 20, 2024, officers sought to arrest the male at a bus shelter at Kingston Road and Lawrence Avenue East in relation to a robbery investigation.

Director Joseph Martino found the evidence established that the male co-operated in his arrest and the officers responded in kind. Aside from taking hold of the youth and positioning him against a wall of the shelter before bringing his arms behind the back to be handcuffed, it all appeared to have been accomplished with minimal force.

It remained unclear when and how precisely the teen suffered his injury. Evidence suggested it may have happened during an incident at school some time before the male’s arrest.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
