SIU Concludes Investigation into Man’s Broken Ankle After Motorcycle Crash in Ajax

Mississauga, ON (13 February, 2025) ---
The Special Investigations Unit found no reasonable grounds to believe any police officer committed a criminal offence in connection with a 22-year-old man seriously injured after a motorcycle collision in Ajax. On October 19, 2024, the man went through a red light and crashed his motorcycle at the intersection of Rossland Road West and Ravenscroft Road. An off-duty Toronto Police Service officer witnessed the collision and tried to help. Shortly after, the man attempted to flee the scene.

Director Joseph Martino found the officer used no more force than was reasonably necessary when he attempted to arrest the man. The man tried to enter a vehicle and the officer took the man to the ground. The man resisted and he fled again into a wooded area. Another officer, with guidance from a helicopter, deployed his police dog. The dog located the man and bit his right arm. The man was handcuffed. It was unclear when the man injured his ankle, though it was likely in the collision.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
