SIU Closes Investigation into Peel Region Custody Death

Mississauga (24 July, 2011) --- Ontario's Special Investigations Unit (SIU) is probing the circumstances of the death of a man in Peel Region today. The Peel Regional Police (PRP) reported the following information to the SIU:

• At approximately 2:15 a.m. on Sunday, July 24, PRP officers became involved with a man near the Pearson International Airport on the ramp to Terminal 3.

• The man was restrained and became Vital Signs Absent (VSA) at the scene and was been taken to the William Osler Health Centre, Etobicoke General Hospital where he was pronounced deceased.

Six investigators and three forensic investigators are investigating this incident. The SIU has designated three officers as subject officers and eight officers as witness officers. The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
