SIU Investigating Windsor Collision that Resulted in the Deaths of Two People

- At approximately 1:20 a.m. on October 15, 2023, officers with the Windsor Police Service observed a Dodge Charger go through a red light at the intersection of Park Street and Ouellette Avenue.
- The officers attempted to stop the vehicle, but the Charger continued to travel northbound on Ouellette Street, and then eastbound on Riverside Drive.
- At the intersection of Riverside Drive and Glengarry Avenue, the Charger became involved in a collision with a Chrysler mini-van and a Toyota SUV.
- There were four people in the Charger. One occupant, a 19-year-old male, was pronounced deceased at the scene. Two other occupants of the vehicle were taken to hospital. One of these, a 17-year-old male, succumbed to his injuries in hospital.
- An occupant of the Toyota was also taken to hospital, but the nature of injuries is being confirmed.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
