SIU Concludes Investigation into Man’s Death in Ottawa

Mississauga, ON (8 August, 2023) ---
The province’s Special Investigations Unit is investigating the circumstances surrounding the death today of a 25-year-old man in Ottawa.

Preliminary information suggests the following:
  • At approximately 4 p.m. on August 3, 2023, Ottawa Police Service officers attended an apartment building on Goulburn Crescent for a domestic incident.
  • Officers arrested a man. Upon conducting a search, they found drugs on his body.
  • The man was taken to the police station where another search was conducted. He was lodged in a cell.
  • At approximately 6 p.m., it appeared that the man was in medical distress. Emergency Medical Services responded and transported him to hospital.
  • On August 8, 2023, the man died in hospital.

Three investigators and one forensic investigator have been assigned to the case.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
