SIU Investigating After Police Pursuit of Man in Stolen Delivery Truck in Toronto

Mississauga, ON (13 April, 2023) ---
The province’s Special Investigations Unit is investigating after a 33-year-old man was seriously injured and arrested following a police pursuit of a stolen delivery truck in Toronto this afternoon.

Preliminary information suggests the following:
  • This morning (April 13, 2023), the man stole a vehicle in Whitby. Durham Regional Police Service officers pursued the driver for a time.
  • In Toronto, a collision involving the man in the stolen vehicle occurred at Neilson Road and Finch Avenue East in Scarborough. The man fled on foot. 
  • The man stole a delivery truck. Officers from Durham Regional Police Service, York Regional Police and Toronto Police Service pursued the driver. He stopped in the area of Brimley Road and Ellesmere Road and fled on foot. An officer deployed a Conducted Energy Weapon at the man. He was arrested and taken to hospital where he remains.
Two investigators and two forensic investigators have been assigned to the case.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
