SIU Concludes Pelham Investigation

TORONTO (20 June, 2005) --- The Special Investigations Unit (SIU) is continuing to investigate the circumstances of a collision that occurred on June 19, 2005, at approximately 10:30 a.m. in Welland.

A Niagara Regional Police Service (NRPS) officer was pursuing a Toyota Corolla on Weber Road when the Toyota collided head-on with an oncoming Mercedes SUV. As a result of the collision, the sole occupant of the SUV and four teens in the Toyota were injured and taken to area hospitals for treatment. The injured persons are:

· The 33-year-old male driver of the SUV who is being treated for a broken leg at Welland Hospital;
· The 16-year-old driver of the Toyota who was treated at hospital for minor injuries and released into police custody;
· A 17-year-old youth who is being treated for minor injuries at St. Catharines General;
· A 17-year-old youth who is being treated at Welland Hospital for multiple fractures; and
· An 18-year-old youth who has been transferred to St. Michael's Hospital in Toronto where he is listed in critical condition.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
