SIU Concludes Shooting Investigation in Midland
SIU Investigates Shooting in Midland
The SIU is continuing its investigation into an incident that occurred in Midland yesterday just before 5:00 p.m. SIU investigators have determined that four MPS officers went to a home on Scott Street to investigate the circumstances of a 9-1-1 call. Three officers entered the home and were confronted by a man. There was interaction between this man and the officers inside the house. Two officers and the man went outside into the driveway. The interaction continued and an officer discharged his firearm once at the man. The man was struck by the shot.
38-year-old Douglas Heagle of Midland was transported to Huronia Hospital in Midland by ambulance. Mr. Heagle later succumbed to his injuries.
The SIU has designated one officer as a subject officer and three officers as witness officers.
The SIU has assigned four investigators and two forensic investigators to probe the circumstances surrounding this incident. Investigators are appealing for anyone who may have witnessed this incident to contact the Unit at 416-641-1867 or 1-800-787-8529 extension #1867.
The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
