SIU Investigating Collision Near Morrisburg

The Ontario Provincial Police (OPP) reported to the SIU that at approximately 2:30 a.m., an OPP officer was conducting radar on westbound Highway 401 when the officer saw a black Kia car travelling at a high rate of speed. The officer started to follow the Kia. A short time later the car exited the highway at a service centre between Morrisburg and Ingleside and collided with a cement barrier. There were four occupants in the vehicle. One woman suffered serious injuries and has been taken to hospital in Montreal. Three other occupants of the car, two male and one female, have been released from Cornwall Community Hospital.
Five SIU investigators, including two forensic investigators, are probing the circumstances surrounding the collision. Investigators are examining the collision scene, will be designating subject and witness officers, and locating and interviewing witnesses. The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
