SIU Investigating Traffic Fatality in Windsor

Windsor Police notified the SIU that at approximately 8:30 p.m. on October 19, 2009, officers were on their way to the intersection of Tecumseh Road and Walker Road to assist an ambulance with an emergency run to a hospital. At the intersection of Langlois Avenue and Wyandotte Street, the police cruiser and another vehicle collided. The female passenger of the vehicle was taken to Hotel-Dieu Grace Hospital where she was pronounced dead. The driver of the vehicle was also taken to Hotel-Dieu Grace Hospital, and is listed in stable condition. The two officers in the police cruiser were treated for minor injuries, and have since been released from hospital.
The SIU has assigned five investigators and two forensic investigators to investigate the incident.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
