SIU Concludes Investigation into Peterborough Collision

TORONTO (27 February, 2007) --- The Director of the Special Investigations Unit (SIU), James Cornish, has concluded there are no reasonable grounds to believe that a Peterborough-Lakefield Community Police Service (PLCPS) officer is criminally responsible for a collision that occurred on February 8, 2007.

The SIU investigation revealed that on that date at approximately 7:45 a.m., a 17-year-old young woman was driving southbound on Water Street in Peterborough. She was south of University Heights Boulevard when she lost control of her car due to bad weather and crossed over into oncoming traffic. She collided head-on with a PLCPS officer who was traveling in his own lane of traffic.

The young woman suffered a broken arm and was taken to hospital where she was treated. The officer did not suffer any serious injuries.

Director Cornish concluded that the officer was driving normally and appeared to have had no opportunity to react to the fast unfolding danger.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
