SIU Terminates Investigation into Falling Injuries Sustained by Man in Timmins

The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into the falling injuries sustained by a man in Timmins in August of 2017.

A preliminary investigation found the following:
On Tuesday, August 22, 2017, Timmins Police Service officers began searching for a man to charge him in relation to a domestic incident.
The following day, the officers attended a residence where they thought the man might be staying. While officers were at the location, the man escaped and fled the area.
On Monday, August 28, 2017, the man was located in a hospital. He had sustained serious leg injuries.
  
Director Tony Loparco said, “I have terminated the investigation into this incident as the man’s injuries resulted from his jumping from a roof and had nothing to do with his contact with the police.”

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
