SIU Director Terminates Investigation into Arrest of Woman in Pickering

Mississauga, ON (3 June, 2016) ---
The Director of the Special Investigations Unit has terminated an investigation into a series of incidents during the arrest of a 25-year-old woman in Pickering on April 3, 2016.

Three investigators were assigned to this investigation.

The SIU investigation determined the following: 
  • A woman was celebrating her father’s birthday at a licensed establishment when the woman’s parents became concerned about her behaviour.
  • The parents drove the woman to Durham Regional Police Service’s 19 Division, where she had to be restrained by officers.  
  • She was taken to hospital, released without treatment, and taken to 17 Division.
  • After some time, she was taken to another hospital and diagnosed with a possible fractured wrist.

A further review of medical records by the original attending radiologist determined that a fracture did not occur.

Given there was no serious injury, Director Tony Loparco has terminated the investigation.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
