No Charges Warranted in Belleville Death Case

Mississauga, ON (28 February, 2016) ---
The province’s Special Investigations Unit has been called to investigate the death of a 30-year-old man at an apartment building in Belleville.

Preliminary information indicates the following:
  • Just before 7:00 p.m. on February 27, Belleville Police responded to a disturbance call at an apartment building at 99 Sidney Street.
  • There, officers encountered two men.
  • During the interaction, one of the men fell from a 9th floor window.
  • He was pronounced dead at Belleville General Hospital.   

The SIU has designated two subject officers and one witness officer as part of this investigation.

Four investigators and two forensic investigators have been assigned to this incident.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
