SIU Investigates Police Shootings in Caledon

TORONTO (16 January, 2006) --- The Special Investigations Unit (SIU) is continuing to investigate the circumstances of a police shooting involving officers from the Peel Regional Police Service (PRPS). The shooting occurred at approximately 1:40 a.m. today at 14439 Bramalea Road in Caledon.

The SIU was notified that two PRPS officers were involved in a confrontation with armed men inside a home and shots were fired by police. Rajesh Owaan, 21 years of age, suffered fatal injuries. A post mortem examination for Mr. Owaan is scheduled for January 17, 2006. A second man was also shot and suffered non-life threatening injuries to his leg.

The SIU has designated two subject officers and one witness officer from the PRPS. The Unit is appealing to anyone who has any information on this incident to contact the Unit at 416-622-2293 or 1-800-787-8529.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
