SIU Investigation into Whitby Collision Finds Charges not Warranted

Mississauga (6 December, 2015) ---
Ontario’s Special Investigations Unit is investigating a two-vehicle crash early this morning in Whitby.

Preliminary information suggests the following:

  • Around 2:00 a.m., a Durham Regional Police officer was working as part of the RIDE team on Consumers Drive near Hopkins Street.
  • The officer noticed a suspicious vehicle.
  • The officer activated his emergency lights, at which point the suspicious vehicle sped away east along Consumers Drive.
  • Moments later, the vehicle was involved in a T-bone crash with another vehicle in the intersection of Consumers Drive and Thickson Road.
  • The driver of the suspicious vehicle fled the scene.
  • The 25-year-old female driver of the other vehicle was taken to hospital with serious injuries.         

The SIU has assigned five investigators, two forensic investigators, and one traffic reconstructionist as part of the investigation.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
