SIU Investigates Incident on Gardiner Expressway

TORONTO (30 January, 2006) --- The Special Investigations Unit (SIU) is investigating the extent of police involvement after a male pedestrian was struck by a vehicle on the Gardiner Expressway on January 29, 2006.

The Toronto Police Service (TPS) notified the SIU that at about 8:40 p.m. on that date, they received a call about a man walking in traffic in the westbound lanes of the Gardiner Expressway near Kipling Avenue. An officer arrived at the scene and tried to talk with the man. A short time later, the man was struck by a vehicle traveling westbound on the Gardiner.

The man was taken to St. Michael's Hospital with serious head injuries and is in critical condition. He is an Asian man and was with two other Asian men when a Diamond taxicab picked him up in the area of College Street and Spadina Avenue. The man left his friends and got into the cab, asking the driver to take him to Hamilton. The SIU is trying to identity this man and is appealing for anyone who may know who he is to contact the Unit at 416-622-1988 or 1-800-787-8529.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
