No Criminal Wrongdoing in Millbrook-area Highway Pursuit and Crash

Mississauga (15 September, 2015) --- Ontario’s Special Investigations Unit (SIU) is probing the circumstances surrounding the vehicle injuries sustained by a man last night in Cavan. 

Preliminary information indicates the following:
• At approximately 10 p.m. on Monday, September 14, 2015, an Ontario Provincial Police officer attempted to stop a vehicle traveling southbound on Hwy 115 in Cavan;
• The vehicle entered the on ramp to  Tapley Quarter Line and crashed into a ditch;
• The 27-year-old male passenger of the vehicle was taken to Peterborough Regional Health Centre for treatment of serious injuries. The female driver of the vehicle did not sustain any serious injury.
 
At this time, three investigators, one forensic investigator and two collision reconstructionists from the SIU have been assigned to the case.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
