SIU Concludes Collision Investigation in Lennox and Addington

TORONTO (14 March, 2006) --- Three investigators from the Special Investigations Unit (SIU) are investigating the circumstances of a single motor vehicle collision that occurred at approximately 2:30 a.m. on March 14, 2006, near the town of Erinsville.

The SIU was notified that Ontario Provincial Police (OPP) officers from the Napanee detachment observed a stolen van at a service station off Highway 41 in Napanee. The officers attempted to stop the van and pursued it north on Highway 41. Officers deployed a spike belt past the town of Erinsville and a short distance later, the teen driver of the van lost control and struck a rock cut.

The 16-year-old male driver of the van was arrested at the scene and the 22-year-old female passenger was taken to Kingston General Hospital for observation. The SIU became involved when the woman's condition deteriorated. She is suffering from internal injuries and multiple fractures.

SIU investigators are probing the nature and extent of police involvement in the events leading up to the collision. The SIU has designated 1 subject and 7 witness officers from the OPP.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
