SIU Appealing for Witnesses to Cornwall Incident

Mississauga (30 May, 2015) --- Ontario’s Special Investigations Unit (SIU) is appealing for witnesses to an interaction that occurred earlier this month between a 43-year-old man and officers with the Cornwall Community Police Service.

Preliminary information indicates the following:
• At approximately 10 p.m. on Sunday, May 17, 2015, police officers went to the VIA Rail train station where they located a 43-year-old man in a building. The man was apprehended.
• The man was taken to the Cornwall Community Hospital where he was diagnosed with a rib fracture.

The SIU has assigned five investigators and one forensic investigator to probe the circumstances of this incident. 

The SIU is urging anyone with information about this case to contact the Unit. The SIU believes a male was at this location at the time of the incident, and may have overheard and witnessed the altercation between officers and the man. The witness is described as a white male in his 40s. He is between 5'10-6' and has a medium build, shaved head and is clean shaven. He was wearing a dark coloured t-shirt and dark coloured shorts. The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
