SIU Concludes Investigation into Death in Lakeshore

TORONTO (9 December, 2005) --- The Special Investigations Unit (SIU) is continuing to investigate the nature of extent of police involvement in the death of 45-year-old Ken Reaume.

On December 7, 2005, Ontario Provincial Police (OPP) officers from the Essex County detachment responded to a home on 4000 Manning Road in Lakeshore after three people were shot during a domestic incident. Police secured and contained the area around the home while they tried to make contact with a person inside the home. At about 10:50 p.m., police entered the home and found Mr. Reaume dead.

A post mortem examination conducted yesterday determined Mr. Reaume died from a single shotgun wound to the head.

Four investigators, including two forensic identification technicians, from the SIU are independently investigating the police's actions in this incident to determine the nature and extent of police involvement in Mr. Reaume's death. As part of the probe, investigators have designated one subject and three witness officers from the OPP for interviews. The investigation is continuing with witness interviews and an analysis of the physical evidence.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
