SIU Updates Investigation into Death in Ottawa

The SIU was notified that on June 30, 2006, at about 5:30 p.m., two Ottawa Police Service (OPS) officers responded to a call about an injured man lying in the parking lot of an apartment building at Wiggins Private. The officers arrived and found the man was intoxicated and had suffered a minor scrape to his head.
After speaking with the man, officers brought him to his home and released him to a relative's care. On July 1, 2006, emergency personnel were called to the man's apartment on Wiggins Private where he was found dead.
The SIU is investigating the nature and extent of police involvement in the man's death. Two subject officers from the OPS have been designated. The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
