SIU Charges Former Durham Police Officer in Sexual Assault Investigation

Mississauga, ON (6 August, 2026) ---
The Director of the Special Investigations Unit, Joseph Martino, has reasonable grounds to believe a former Durham Regional Police Service police officer committed a criminal offence against an adult female in relation to a sexual assault investigation. The charge relates to conduct alleged to have occurred between May 1999 and December 2009. 

Mr. Kevin Seamons is facing a charge of sexual assault, contrary to section 271 of the Criminal Code. This charge comes after the SIU charged Mr. Seamons in May 2026 with sexual assault offences involving another female – a young person. It was during that investigation launched in 2024 that an additional female complainant, the adult female, was identified. 

In addition to the above-noted charge, the previous charges laid in May have been updated to the following:

  • One count of sexual assault, contrary to s. 271
  • One count of sexual exploitation, contrary to s. 153
  • One count of breach of trust, contrary to s. 122
  • One count of assault with a weapon, contrary to s. 267(a)
  • One count of criminal harassment, contrary to s. 264

Mr. Seamons’ next court appearance is at the Ontario Court of Justice at 150 Bond Street East in Oshawa on August 28, 2026.

As the matter is before the courts, and in consideration of the fair trial interests of the accused, the SIU will not provide further comment on the investigation.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
