SIU Updates Investigation of Incident at Queen's Park

Mississauga (10 March, 2005) --- The Special Investigations Unit's investigation of the circumstances surrounding the incident yesterday in front of Queen's Park continues.

The male involved in the incident has been identified as 50-year-old Anh Ngoc Vuong. He remains at Sunnybrook and Women's College Health Sciences Centre where he is being treated for head injuries and burns to his body.

A number of witnesses have already provided statements to SIU investigators and more will be interviewed today and in the days to come.

There is no information at this time to suggest that Mr. Vuong's actions yesterday were motivated by or connected to the organized protest that was transpiring at the same time in front of the Legislature.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
