SIU Investigating After Cyclist Injured During Toronto Arrest

Mississauga, ON (5 June, 2026) ---
The Special Investigations Unit is investigating after a 21-year-old male cyclist was seriously injured in the course of an arrest by Toronto Police Service officers. The SIU invoked its mandate after it was notified by the affected person’s lawyer.

Preliminary information suggests the following:
  • At approximately 6:30 p.m. on May 31, 2026, Toronto Police Service officers attempted to stop a cyclist for failing to stop at a stop sign on Queens Quay near Little Norway Park. 
  • There was an interaction between officers and the cyclist, and the man was arrested.
  • He was ticketed under the Highway Traffic Act and released from custody. 
  • The man sought medical attention in hospital and was diagnosed with a serious, non-life-threatening injury.
Two investigators have been assigned to the case. SIU investigators are in the process of obtaining body worn camera footage of the incident.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
