SIU Concludes Investigation into St. Clair Collision Between Cruiser and Civilian Vehicle

Mississauga, ON (22 May, 2026) ---
In the afternoon of February 13, 2026, an OPP officer was operating a marked cruiser eastbound on Petrolia Line in St. Clair. In the front seat was a crisis worker with the Mobile Crisis Response Team. The officer’s cruiser entered the intersection of the roadway with Kimball Road and was struck by a southbound vehicle. The driver of the civilian vehicle, a 36-year-old woman, suffered a fractured femur and a fracture dislocation of an ankle joint. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the officer committed a criminal offence in connection with the collision.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
