SIU Terminates Vaughan Investigation into Injuries Suffered by Man who Jumped from Moving Transport Truck

The Deputy Director of the Special Investigations Unit, Stacey O’Brien, has terminated an investigation into the serious injuries suffered by a 39-year-old man in March in Vaughan.

In the morning of March 24, 2026, Peel Regional Police received a report of a stolen transport tractor in Brampton. At the time of the call, the caller advised that he was following the transport tractor and requested police assistance in recovering the stolen vehicle. Officers responded to the call and maintained visual observation of the tractor from a distance and did not activate emergency equipment or initiate a stop. In the area of Wigwoss Drive and Benjamin Drive in Vaughan, a passenger from the transport truck exited the vehicle while it was in motion. The passenger – a 39-year-old man – was transported to hospital where he was diagnosed with an intracranial hemorrhage and an occipital bone fracture.  

Based on the SIU’s preliminary inquiries, which included a review of video footage that captured the incident in part, Deputy Director O’Brien was satisfied that the investigation should be discontinued. The man had no interaction with police prior to his decision to exit the moving transport tractor, and police were not in active pursuit of the vehicle he occupied. On this record, it was plain and obvious that the police did nothing that could conceivably attract criminal liability in connection with the man’s injuries. There being patently nothing to investigate as far as the potential criminal liability of the police is concerned, the file has been closed.

All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
