SIU Concludes Investigation into Woman’s Facial Fractures in Brampton Arrest

The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Peel Regional Police officer committed a criminal offence in connection with the serious injuries suffered by a 39-year-old woman. On October 9, 2025, officers were dispatched to the Pizza Pizza at 320 Main Street North in Brampton after an employee reported a woman in the store behaving erratically and threatening staff with scissors.

The woman was of unsound mind after she took crack cocaine and drank alcohol. She brandished a pair of scissors and made threats. She had climbed over the counter to advance on employees when she was alerted to the presence of police officers at the front. Police ordered her to the floor, but she advanced on the officers with the scissors. officers Tasered the woman and on the second discharge, the woman locked-up and fell, striking her face on the floor. The woman was transported to hospital by ambulance and diagnosed with a broken nose and maxillary sinus fracture.

While Director Martino found it regrettable the woman suffered fractures when she fell and struck her face, there were no reasonable grounds to believe the injuries were attributable to unlawful conduct on the part of either officer.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
