SIU Concludes Investigation into Halton Police Following Man’s Fall from Height

Mississauga, ON (28 January, 2026) ---
On the night of October 28, 2025, Halton Regional Police Service officers were dispatched to the area of Guelph Line and the Queen Elizabeth Way to investigate a report of a man striking a woman with a skateboard. Upon arriving, officers confronted a man who matched the description and advised him he was under arrest. When one of the officers went to take hold of him, the man fled from the officers on foot. The officers gave pursuit. At one point, the man jumped over a guardrail, not realizing that the ground on the other side was approximately eight metres below. The 25-year-old man was arrested and transported to hospital for treatment of a fractured wrist. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the man’s injury.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
