SIU Investigating Collision in Lucan

Mississauga (10 February, 2012) --- Ontario’s Special Investigations Unit (SIU) is probing the circumstances surrounding the injuries suffered by 25 year-old, Tom Richards of London, early this morning.
The Ontario Provincial Police (OPP) contacted the SIU and reported the following:
• At approximately 7:15am, an OPP officer from the Middlesex detachment was conducting radar on Highway 4 in Lucan;
• The officer attempted to stop a vehicle driven by Mr. Richards;
• The vehicle allegedly failed to stop;
• A short distance later, the officer saw that the vehicle had rolled over into the ditch;
• Mr. Richards the sole occupant of the vehicle, was taken to Victoria Hospital for treatment of his injuries.
The SIU has assigned three investigators and three forensic investigators to probe the circumstances surrounding this incident. One subject officer and two witness officers have been designated in relation to this investigation. Highway 4 will remain closed this afternoon for the on-going SIU investigation.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
